The procurement´s aim.

Hordaland County (HFK) and Sogn og Fjordane County (SFJ) shall merge into one new county from 1.1.2020. A central part of the establishment of the new county is to recruit a new top manager group and fill strategic important management positions in the new organisation.

External resources will be required and the Contracting Authority would like to enter into a Framework Agreement with one tenderer for recruitment services. The assignment will include recruitment to top manager positions, middle managers, skilled personnel and possibly other personnel it is difficult to recruit, as well as advice on the placement of internal candidates. We estimate that extent to be 0-10 positions per annum, but the volume is subject to change.

A Framework Agreement for the assignment shall be signed with one supplier. The Framework Agreement period is 2 years. The Contracting Authority shall have an option for an extension of the Framework Agreement for a further 1+1 year, to a maximum of 4 years.

The Contracting Authority will have the right to transfer all or parts of the Contract to the new county, even if this means that the Contracting Authority has a new name and a new organisation number.

Further details on the delivery are given in Annex A — Requirement specifications.

The procurement value is It is emphasised that the stated value is based on estimates from statistics and information from the Contracting Authority's current supplier and their own financial data. The right has been reserved to make changes in volume, partly on the basis of budget situations which affect the Contracting Authority's activity.

Hordaland County currently has a framework agreement for recruitment for selected positions/professions. This Contract can be used for the recruitment of positions in Hordaland County that will not have significantly changed work and responsibilities when the two counties are merged. The existing framework agreement will expire well before the new county is established.

There will not be any need to submit alternative tenders.
