Framework agreement for the procurement of quick tests for detecting narcotics in urine. The quick test will be used by the police in Norway, the police authority in Sweden, the Norwegian Defence and the Norwegian Correctional Services and possibly Customs, as an aid in realising suspicions of drug and alcohol use, cf. FOR-2013-02-14-199: Regulations on narcotics (the Narcotics List), stipulated by the Ministry of Health and Care Services and the Swedish penal code (1968:64). Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.

Documentation requirement:

Norwegian companies: Company Registration Certificate. Foreign companies: Verification showing that the company is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Documentation requirement: A credit rating based on the most recent financial figures. The rating shall be carried out by a credit rating company with licence to conduct this service, If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Minste nivå(er) av standarder:

Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Teknisk og faglig kapasitet:

A: Tenderers must have relevant professional competence within the procurement´s scope.

B: Tenderers must have experience from comparable assignments.

C: Tenderers must have a good and well-functioning quality assurance and management system for the service that is to be provided.

D: Tenderers must have an environmental management system.

Documentation requirement:

A: The requirement must be documented by enclosing information on the education and professional qualifications (CVs) of dedicated personnel for the contract (contact person/product manager). The contact person must be able to communicate in Norwegian/Danish/Swedish (possibly English) with the contracting authority. CVs ought to include: Knowledge of the market, relevant experience from product development, experience from holding courses/user training, knowledge of relevant narcotics and the way they work, knowledge of the product, including; function, practical use, interpretations of the result, limitations, cross reactions.

B: Description of up to 5 of the tenderer’s most relevant/comparable assignments in the previous 3 years. At least 1 reference assignment is to be stated, and this ought to be from the largest customers according to turnover in the previous 3 years. Relevant assignments means deliveries to customers who use a multi-test for narcotics for the same purpose as the police, the Norwegian Correctional Services, etc. The description must include a specification of the value of the assignment, what product assortment was delivered, dates, and recipients (names, telephone nos. and e-mail addresses) The tenderer is responsible for documenting the assignment’s relevance through the description. Tenderers may do this by including documentation on the competence of the personnel that can be used for this project, including experience that has been acquired while the personnel was in the service of another employer. The contracting authority can contact the stated references for verification.

C: Tenderers must submit documentation of their quality assurance and management system. The following documentation will be accepted: Certificates for the company’s quality assurance/quality management system issued by independent bodies confirming that the tenderer meets the quality assurance standards according to ISO 9001 or equivalent, or a description that, as a minimum, comprises the company’s procedures/routines for: Deviation and claims management, authorisation of sub-suppliers, (also including a description of the tenderer´s follow-up of sub-suppliers/manufacturers and requirements for sub-suppliers/manufacturers´ quality assurance systems), the process from reception and registration of orders up until delivery to the customer has occurred, ongoing quality checks and final checks.

D: Tenderers must submit documentation of their environmental management system. The following documentation will be accepted: Valid attestations/certificates issued by independent bodies (e.g. ISO 14001, EMAS, Eco Lighthouse or equivalent) or a description of the tenderer’s own environment management system. The description must, as a minimum, include relevant information equivalent to the content in the certification schemes mentioned above, including a description of the tenderer´s follow-up of sub-suppliers/manufacturers and requirements for sub-suppliers/manufacturers´ environmental systems.
