The route area includes routes in Hjelmeland, Strand, Forsand, Stavanger, Sola and Sandnes Municipalities. The purpose of the contest is to provide good routes for travellers. The contract will be valid from when it is signed until 30.6.2027. The start-up will depend on when Ryfast tunnel from Stavanger to Solbakk opens. The start-up date that tenders are to be based on is 1.12.2019.
In the first stage the contracting authority will qualify tenderers, based on the rules in the qualification documentation, thereafter they will invite qualified tenderers to submit a tender in the second stage, based on these procedure rules.
The contract will be entered into as a gross contract, i.e. that the Contracting Authority is responsible for income and the operator is responsible for costs.
A complete description of the assignment can be found in Annex 1 'Assignment Description'.
Emphasis is put on the fact that a tender is not to be seen as a licence application, as Kolumbus is not a licensing authority. The tenderer bears the risk that the terms to be granted a licence are met.

The contracting authority has a unilateral option to extend the contract for a total of 3 years, 1 year at a time. Se the General Contract Terms, point 4, for detailed information.

The contracting authority has the following options:
Option 1A: Option price for driving to Prekestolen, based on diesel buses with Euro VI, see annex 1 point 4.1
Option 1B: Option price for driving to Prekestole, based on electric buses with a battery, see annex 1 point 4.1
Option 2A: Option price for driving the Ryfylke Express Bus, based on diesel buses with Euro VI, see annex 1 point 4.1
Option 2B: Option price for driving the Ryfylke Express Bus, based on electric buses with a battery, see annex 1 point 4.1
Option 3A: Option price for increased production Fiskå/Voster, based on diesel buses with Euro VI, see annex 1 point 4.1
