Hordaland County (HFK) and Sogn og Fjordane County (SFJ) shall merge into one region from 1.1.2020. Many different sub-projects for co-ordination, organisation, strategies, work methods and systems in connection with the reform shall be implemented. External HR will be required and the contracting authority wants to enter into a framework agreement with one tenderer who can provide assistance to the project support.

Egnethet til å utøve yrkesvirksomheten:

The tenderer must be a legally established company.

— Norwegian tenderers: Company registration certificate.

— Foreign tenderers: Proof that the tenderer is registered in the trade or business registry as prescribed in the legislation of the country in which the tenderer is established.

Økonomisk og finansiell stilling:

The tenderer should have sufficient economic capacity to comply with the contractual obligations.

The tenderer's annual accounts including notes with the board's and auditor's reports from the last year.

If the annual accounts for the last year are not completed by the deadline for submission of documentation, interim financial accounts for the last year should also be enclosed.

The contracting authority reserves the right to obtain a credit rating of the tenderer. Financial strength will be evaluated in relation to turnover, operating profit margin, solidity and liquidity.

If a tenderer, due to valid reasons, cannot present the requested documentation, he can prove his economic and financial position with other documentation that the contracting authority can accept.

Teknisk og faglig kapasitet:

The supplier shall have a good reputation from equivalent assignments during the last 3 years.

Description of the tenderer's 3 most relevant assignments during the last 3 years. The description must include information about the value of the contract, time and recipient (name, telephone number and email address). References can be contacted for clarification of relevance of the contract. However, it is still the tenderer's responsibility to substantiate relevance through the description. The tenderer shall use the reference form in Annex 4.

The tenderer must have the sufficient implementation ability and capacity to deliver the required services.

The tenderer shall give a brief and overall description of the company including:

— a description of the company´s business idea, general organisation and number of employees,

— core competence related to the delivery.

Tenderers must have a well-functioning quality assurance system.

The tenderer shall give a description of the quality assurance /quality management system.

In order to ensure that relevant environmental requirements given in the contract are complied with, the tenderer shall have sufficient environmental competence and procedures for quality assurance for the services included in the contract.

A description of the environmental management measures, or a certificate issued by an independent body.
