Norges Bank invites tenderers to a pre-qualification for the production and delivery of paper money, series VIII. The new Norwegian paper money series (series VIII) have 5 values, 4 have been put into circulation and the last will be issued in November 2019. Printing values in series VIII will be the central part of future deliveries. In addition, we require a system where the tenderer assists with maintaining our internal competence in paper money (paper, security elements and design) and production methods. The total scope of the assignments to be given in the contract period is expected to be on the order of 80 000 000 NOK — 100 000 000 NOK, inclusive VAT over a 6-year period.

Vilkår for deltakelse
Økonomisk og finansiell stilling:
The company must have their tax payments and VAT payments in order.
Tax and VAT certificates. The certificates must not be older than 6 months. These requirements also apply for sub-suppliers.
Tenderers must be a legally established company.
Certificates of registration in professional registers as determined by legislation in the country where the tenderer is established.
Tenderers must have a functioning HR system.
Please attach a signed HSE self-declaration in accordance with annex 2.
Tenderers must have the financial capacity to fulfil the contract.
Please attach the following documentation as proof of economic and financial capacity:
The company's most recent Annual Report, with annual financial statements and auditor's report, as well as recent information of relevance to the company's fiscal figures.
Teknisk og faglig kapasitet:
Tenderers must have sufficient qualifications to fulfil the contract. The following documentation must be attached as proof of the tenderer´s technical and professional qualifications, in accordance with Norges Bank´s description of the scope in point 1.2):

A short description of the tenderer´s technical capacity and system for quality assurance. Tenderers are asked to submit a self-declaration confirming that they are qualified to carry out the contractual deliveries.
Norges Bank will require that the printers are either certified in accordance with the Intergraf standard (ISO 14298:2017), level central bank deliveries, or have systems on the same level as this standard. We ask that a self-declaration confirming that this requirement can be met is to be submitted in this phase. Later in the process Norges Bank will define a few additional requirements that will be presented in the tender documentation.
