Lørenskog kommune

Kurland school is to be renovated, upgraded and extended. The building has a base of 2 000 m (footprint) and 3 700 m gross. The school currently has approx. 360 students and 30 employees.
As a starting point the building is to be renovated and upgraded within the existing buildings. The existing gym hall is, however, to be extended so that there is an additional area of approx. 200 m. The existing outside areas must be kept/re-established.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must have their tax, payroll tax and VAT payments in order.
Tenderers shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement: Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Documentation requirement: The company´s annual accounts for the last 2 years, with the auditor´s report, as well as recent information that shows the status on the tender date.
Credit analysis, not older than 3 months, issued by a certified credit rating agency.
Teknisk og faglig kapasitet:
Requirement: Tenderers are required to have experience from similar assignments.
Documentation requirement: Description of the tenderer's most relevant assignments in the last 5 years. The assignment description must include a specification of the assignment value, assignment length and the recipient (name, phone number and email address.). The tenderer is responsible for documenting the assignment’ relevance through their description. Tenderers can document experience by referring to experience of the personnel that can be used for this project, including experience that has been acquired while the personnel was in the service of another employer.

Requirement: Tenderers must be a certified apprentice company.
Documentation requirement: Certification from the county.
Requirement: Tenderers shall have sufficient right to be responsible for the initiative.
Documentation requirement: Valid certificate for central certification for the right to responsibility for development class 2 for SØK, PRO and UTF respectively;
or
Documentation that the company meets the requirements for the right to be responsible for the initiative within the same development class and function as stated above. Kontraktutførelse
Vilkår for kontraktoppfyllelse:
The contract terms for social requirements are in annex 3 of this document: Check list against illicit work and social dumping. The contract terms include, amongst other things:
— a requirement on wage and work terms, documentation and sanctions in accordance with the regulations on wage and work terms from 8.2.2008 no. 112,
— a requirement that the tenderer is a part of an apprentice scheme and that apprentices will participate in the contract work,
— a requirement that the tenderer uses skilled workers to fulfil the contract,
— a requirement limiting the number of links in the supplier chain in the contract,
— a requirement regarding environmental product declaration (EPD).
The contract is subject to political approval and the necessary budget coverage. The final decision on the realisation of the project is planned to be made by the Municipal Council in Lørenskog Municipality on 12.12.2018. No political approval will not give tenderers the right to compensation or remuneration for this competition.
