The function scope can be adjusted up or down in accordance with political decisions.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register, professional register or a trade register.
Norwegian tenderers: Company Registration Certificate.
Foreign companies: Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Norwegian tenderers must have their affairs in order with regard to the payment of tax, payroll tax and value added tax (VAT).
— Tax certificate, not older than 6 months.
Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract.
— The tenderer's annual financial statements, annual report and audit report for the last three years, and recent information which is of importance to the tenderer's fiscal figures. Financial statements, annual report and audit report are what Norwegian companies send to the Brønnøysund Register Centre.

Teknisk og faglig kapasitet:
Tenderers must have an very good ability to fulfil the contract:
1) Tenderers are required to have very good competence from the execution of similar assignments.
2) Tenderers are required to have experience from equivalent assignments as regards scope and complexity.
Experience from equivalent assignments also means:
A. Interaction experience.
B. Experience from assignments with a general high environmental profile.
C. Experience and understanding to assess and execute LCC on several levels in different phases of the project, with appropriate systems.
1) Competence:
Tenderers must prepare a competence matrix for each area of responsibility/profession that will make up the supplier organisation. The following areas of responsibility must, as a minimum, be included in the matrix:
(1) Project management
(2) Engineering design management
(3) Architect
(4) Interior architect
(5) Landscape architect
(6) Technical consultants/engineering designers:
6.1 ITB Manager
6.2 Engineering design electro (RIE)
6.3 Consultant/engineering design building (RIB),
6.4 Engineering design HVAC and sanitation/Energy (RIV/RIEN),
6.5 Consultant acoustics engineer (RIAKU)
6.6 Consultant fireproofing engineer (RIBr)
6.7 Water and sewage consultant
6.8 LCC consultant
An overview shall be given of available resources based on education and professional qualifications that the tenderer can use within each of the general and special disciplines. For each individual area of responsibility, it shall be stated which company shall conduct the assignment (if sub-contractors are used). CV will not be assess for this criterium.

2) Experience from similar assignments.
Tenderers must provide the most relevant assignments from the last five years, including their specific implementation model values, time frames and builders.
Tenderers must state relevant documentation for 2A-C.
Tenderers must provide a name and email address for a reference person at the builder for each of these most relevant projects. The contracting authority reserves the right to contact the stated reference persons.
Tenderers must verify having:
Satisfactory quality assurance system
Certificate for the company's quality system/management system issued by independent bodies which certify that the supplier fulfils certain quality assurance standards, for example ISO 9001:2002
The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures.
