Grimstad kommune, hereafter called the Contracting Authority, hereby invites tenderers to an open tender competition in connection with the procurement of the following:
Parallel framework agreement with up to 5 tenderers for the purchase of temporary staff services in the health and care sector.
The tenderer shall deliver temporary staff services of the following types:
— Nurses with valid Norwegian authorisation.
Ongoing temporary staff services shall be delivered according to the Contracting Authority’s needs. The temporary staff services are primarily required in the summer holidays and public holidays. Beyond this, emergency needs shall also be covered.

Comprehensive requirement and documentation requirements are in the tender documentation. Brief/summary of the requirements is shown below:
K1 Requirement: Tax Certificates.
K2 Requirement: Company Registration Certificate: The tenderer shall be a legally registered company.
K3: Requirement: Tenderers shall have sufficient economic and financial ability to implement the contract. The following sub-requirements must be met:
1) Minimum turnover. During the last 3 financial years, the tenderer shall have had a minimum annual turnover of 32 000 000 NOK excluding VAT per year.
2) Credit worthy: Tenderers must be credit worthy and achieve a minimum level of “Decision Score 3” in the contracting authority´s credit analysis tool www.bisnode.no
K4 Requirement: The Norwegian Labour Inspection Authority’s register, cf. PPR 2008-06-04 [FOR 2008-06-04] no. 541: Regulations on manpower companies §5.
K5 Requirement: Quality management. System that ensures compliance with the working hour provisions.
K6 Requirement: Broad experience with the delivery of temporary staff services of the same disciplines to municipal organisations.
K7 Requirement: Insurance.

The tenderer shall deliver temporary staff services of the following types:
— Nurses with valid Norwegian authorisation.
— Health care workers with valid Norwegian authorisation.
Both of the professional categories require the individual temporary staff has valid authorisation in accordance with the Health Personnel Act LOV-1999-07-02-64, § 48. The tenderer is responsible for the temporary staff offered to the Contracting Authority holding valid Norwegian authorisation and being registered in the Health Personnel Register at the Norwegian Health Directorate (https://register.helsedirektoratet.no/hpr).

Kontraktutførelse
Vilkår for kontraktoppfyllelse:
The framework agreement duration is 4 years. The agreement can be terminated by the parties with two months notification.
Call-offs are made of the framework agreement according to the terms in the framework agreement with associated annex.
The contracting authority has no obligation to award assignments according to the framework agreement tor to purchase a minimum volume of assignments or services from any of the Tenderers in the framework agreement.
