Trondheim parkering KF

TP would like to enter into a framework agreement with a tenderer for the procurement of a total system for a barrier-free car park, which will replace the current system. This shall be a technical system with a camera for number plate recognition. Cameras shall be placed at the entrance and exit for registering registration numbers. Customers shall be able to drive in and out of the car park without taking a ticket, so-called seamless parking. Personnel shall not be required to continually monitor the system, the system shall, as a starting point, be fully automatic.

The Contracting Authority would like to enter into a contract for the procurement of (when needed) necessary equipment for different systems for the barrier-free car park. This involves technology that can be used in car parks and parking areas with different patterns of use, which are owned, run or rented by Trondheim Parkering. It must also be possible to resell the system to collaboration partners via Trondheim Parkering.

It is important for the Contracting Authority that the offered systems are future orientated and, through open and standardised interface, can easily be connected to new technology as and when it is developed by the tenderer or other actors within this area.

If new technology is promoted on the market, such as a system without cameras, the Contracting Authority can, independently of this contract, announce a new competition for it.
The Contracting Authority needs systems that cover the requirements in the new parking regulations. The regulations introduce a number of new regulations with requirements for us as the Contracting Authority. The offered payment systems must, therefore, be as user friendly as possible and, in addition, universally designed, cf. the Parking Regulations §32.

The Contracting Authority has described in the following the procurement's need on a general level.
The aim and scope of the procurement:
Equipment that replaces the current barrier system, in which inspections and enforcement of payments for parked vehicles will not be required.
System for handling:
— short stay customers,
— subscription customers,
— fleet customers,
— counting the number of vehicles that enter/leave,
— access to the car park after closing time,
— back-office and solutions for integration with Trondheim Parkering’s systems.
Payment systems:
— payment in arrears for parking, also via invoices,
— discount systems,
— payment for both registered and non-registered customers,
— customers shall be able to pay via an app, kiosk/vending machine, the internet and invoice,
— customers shall be able to change the vehicle number in the system themselves.
Development of the chosen system:
— tender work for new installations,
— design,
— development of the system,
— integration with TP´s systems and support systems, see the requirement specifications,
— completion and acceptance test, as well approval of the delivery.
Estimert verdi eksklusive mva: 15 000 000 NOK 💰
Varighet: 24 måneder
Beskrivelse av fornyelser:
A contract will be entered into for 2 years, with an option for an extension for 1 + 1 year.
The scope and cost of the assignment will depend on the services chosen. The total estimated value is NOK 5 000 000 — 15 000 000 excluding VAT. The estimate is not binding. The award of contracts within the framework agreement will be made in accordance with FOA § 26-2.

Beskrivelse av opsjoner:
Tenderers shall give a response to the options in Annex 1.1 (Sheet 2).
3.1. If we would like to hire equipment instead of buying in some areas, TP can request offers for this. Case 1, which is described in the award criteria Point 4.2.18, shall be priced in the price table as a hire contract (see the price table option).

3.2. Barriers could be established in some places. TP can, therefore, ask the tenderer to set-up a barrier. This barrier must be able to be connected to the tenderer's system.
3.3. TP can ask the tenderer to provide a service for manual correction and reading of registration numbers that have not been registered/read by the camera.
3.4. Access control — A technical system shall be offered so that customers who have parked can access the car park to collect their car after the car park has closed. Example: a short-term parker shall be able to collect their car from a car park that has closed, the customer has registered the vehicle number upon access at a payment kiosk. A system must be offered so that the customer can enter the closed car park.

3.5. System for controlling existing and future gates to the car park.
3.6. For car parks that shall not have a camera system, another alternative system must be offered for counting the number of cars in the car park, this system shall be connected to the back system and it shall give an overview to customers of vacant capacity by signs, the internet and an app.

The tenderer shall be a legally established company.
Norwegian companies shall enclose a company registration certificate.
Foreign companies shall present proof that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Tenderers shall have sufficient economic and financial capacity to fulfil the assignment.
Annual minimum turnover within the area included in the contract.

Statement of the company's total turnover for the 3 last available years.
Credit rating based on the most recent financial figures. The rating shall be carried out by a credit rating company with a licence to conduct this service or similar.
Liability insurance certificate.
Teknisk og faglig kapasitet:
1. Tenderers shall have experience from assignments of an equivalent nature, size/scope and degree of difficulty.
2. Sufficient capacity and good implementation ability are required.
3. Tenderers shall employ environmental management measures when implementing the contract.
4. When using subsuppliers, the enderer shall document how much of the contract the tenderer will subcontract to subsuppliers.
Minste nivå(er) av standarder:
1. An overview of corresponding assignments that the tenderer has carried out during the last 2 years, together with testimonials of satisfactory execution of the most important work.
2. A description of the technical personnel or technical units, particularly those who are responsible for quality control, that the tenderer has at its disposal for fulfilment of the contract.
Information on the education and professional qualifications of the personnel who shall carry out work that requires formal education, certifications or authorisations.
3. Description of environmental management measures. The tender documentation's Annex 4 can be used for checking the documentation.
4. A description of the proportion of the contract that is expected to be carried out by subsuppliers.
