The Norwegian Civil Affairs Authority would like to procure a general system for managing the case management application Vera. As a starting point, the term “management” includes maintenance, operation and associated management assignments, for which SRF already has an existing supplier for the actual operational aspect. Tenderers can base their tender on 2 different models: 1) tenderers can base their system on continued operation at the existing operational supplier. In principle, the tenderer will, then, deliver parts of a total system; 2) tenderers can also tender for a total system (maintenance, operation and other management assignments), in which the tenderer would take on the operation of the system, either themselves or via a sub-supplier. Tenderers can also choose to submit two separate tenders based on each of the drafted models (parallel tenders).

A new Guardianship Act came into force on 1.7.2013 and responsibility for guardianship was transferred from municipal supervision to the county governor offices. An application was made that is used by case workers at the county governor and the Norwegian Civil Affairs Authority (SRF) to manage guardianship from start to finish, including making decisions, follow-up of cases, replying to enquiries, follow-up of finances and supervision.

SRF needs a new maintenance contract from 1.7.2019. The aim of this procurement is to procure a general system for the management, (which includes more than only maintenance, cf. below), of the application VERA.

As a starting point, “management” means operation and maintenance of the application, as well as other management assignments connected to the application (see the details in Point IV.3 Additional Information). The tenderer shall, amongst other things, have overall responsibility for coordinating the different deliveries / modules included in the guardianship application. The tenderer must also be able to function as a collaboration partner for SRF, particularly as with a view to optimising the application. Therefore this procurement also includes options for further development, as well as options for an expansion of the system so that it also manages SRF's other professional fields.

Varighet: 36 måneder

The contract will be valid for 3 years, with automatic renewal for 1 year at a time, unless notice is given.
