The contracting authority wants to enter into a framework agreement that comprises service, maintenance and repairs of stationary and mobile waste vacuum. In a stationary waste vacuum, the waste is temporarily stored in a valve or tank under the inlet. When emptying, the waste is suctioned out via a pipe to containers placed in a terminal building where it is collected and emptied by hook lift vehicles. In a mobile waste vacuum, the waste is temporarily stored in tanks under the inlet, either in a basement or buried bunker. The waste is collected by a custom built refuse collection vehicle via a connection point. When emptying, the waste is suctioned through the pipe system and into the vehicle.
It is anticipated that the contract value is approx. 4 500 000 NOK — 5 000 000 NOK, excluding VAT. All estimates are given according to the contracting authority’s best knowledge for the agreement period, and are not intended to be upper or lower limits for what can be taken out during the framework agreement. Tenderers shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to carry out the assignment/comply with the contractual obligations. The tenderer is required to be credit worthy, have satisfactory liquidity and solidity, Minimum score of A or equivalent.
— A credit rating based on the most recent accounting figures. The credit rating must not be older than 3 months. The credit rating shall be carried out by a credit rating institution.

Teknisk og faglig kapasitet:
Tenderers shall have experience from similar contracts.

A description of the three most relevant equivalent deliveries in the last 3 years. Including information about the value, time and recipient (name, telephone and email). The contracting authority must be given the authority to contact the person in question. The references will only be contacted if required.

Other qualification requirements:
Tenderers are required to have a quality assurance system.
— Documentation of the quality assurance system.
An account of the tenderer's existing routines and documentation that the requirement for a quality assurance system/management system applicable for the assignment is covered. If this is described in the tenderer's quality assurance system, in accordance with ISO 9001 or equivalent, documentation of this can be enclosed.

Tenderers are required to have an environmental management system.
— Documentation of the environmental management system. Copies of any certificates, such as ISO 14001, EMAS, Miljøfyrtårn or equivalent, are to be enclosed. If a tenderer does not have an environment management system, the tenderer must be willing to implement one within 6 months of the contract being signed. This shall be documented in writing.

(1) The contracting authority can enter into a contract after the waiting period has expired at the earliest, this period is determined by the contracting authority. The waiting period shall be at least 10 days calculated from the day after the notification on the chosen tenderer has been sent. If the contracting authority has made an exception from the requirement for using electronic communication, the waiting period shall be a minimum of 15 days.
