The real-time information system must be able to deliver real-time information and deviation information in such a manner as it can be presented for customers in different channels, including on signs and screens in addition to APIs on open standards (for web and mobile applications). By taking multiple channels into use for management of information, it will be possible to provide the travellers with better and more precise traffic information both before and during the journey, at the same time as the information is adapted to composite customer group with different needs.

The procurement is divided into the following parts:
— Part 1: The real-time information system shall initially be implemented on city buses and trams in the Trondheim area with up to 300 vehicles and shall include the delivery of more than 250 screens at stops,
— Part 2: Expansion to express boats and ferries is included as an option,
— Part 3: Expansion to the Contracting Authority’s remaining buses in Trøndelag fylke []county] is included as an option.
The majority of buses will be delivered new from the factory during the spring half year 2019 and shall be ready for operation 31.7.2019 at the latest. This means that it will be very important for the Client that the Tenderer ensures an efficient implementation / installation, as soon as the buses have arrived in Trondheim. In regard to installation on the buses, this requires the approval of the bus manufacturer.

The procurement shall include all of the necessary equipment, software and services (including mounting / installation) required for generation and management of real-time and deviation information.
The solution shall allow for the Contracting Authority’s future tenders (for example bus tenders) being able to integrate ITxPT certified modules with the Tenderer’s solution. This will mean that the Contracting Authority or the operators can procure bus equipment, screens / signs and other equipment from third party service providers.

The Client wants to long-term be able to establish architecture, services and communication in accordance with guidelines given in ITxPT. The tenderer’s offered solution shall reflect this.
Assuming successful implementation of Part 1 of the procurement, the Contracting Authority will assess triggering options related to Part 2 and Part 3 as stated above:
— Part 2 comprises expansion to express boats and ferries. Based on estimates from current figures, this will concern approx. 15 ferries and 8 express boats. This expansion can include approximately 4 screens / signs on express boat quays, and approx. 5 to 8 screen / signs on ferry quays,

— Part 3 comprises the remainder of Trøndelag fylke. Based on estimates from current figures, this will concern approx. 530 buses.
The contract will renew automatically for one (1) year at a time unless cancelled by the Client with three (3) months warning prior to the renewal date. The Tenderer can cancel the agreement with 24 (twenty four) months written notice, and first after eight (8) years.

Company Registration Certificate: The Tenderer shall be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Documentation Requirement:
Norwegian companies: Company Registration Certificate.
Foreign companies: Verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Tax Certificate: The Tenderer shall have their affairs in order in regard to the payment of tax, employer contribution and VAT.
Foreign companies: Proof that the company is registered in a company register, professional register or a trade register in the state where the tenderer is established.
See the Procedure Regulations Point 4.3 for requirements, and documentation requirements, for the use of collaborating partners / subcontractors.
If using collaborating partners / Subcontractors, the Tenderer must document the obligation for these parties to supply the necessary resources for the tenderer’s use. A brief description of the collaborating partners/Subcontractors and documentation of their fulfilment of the qualification requirements that the Tenderer uses for fulfilment of the contract. Signed commitment statement between the parties, cf. the Procedure Regulations Appendix 6 Commitment Statement. Signed self-declaration for Subcontractors, cf. the Procedure Regulations Appendix 7 Subcontractor self-declaration.

If more than four service providers meeting the minimum qualification requirements register, selection will be based on the submitted documentation related to technical and professional qualifications for implementation ability, and experience from comparable assignments. The 4 tenderer who are considered best qualified after this evaluation, will be invited to submit tender offers. Please refer to the Procedure Regulations.
