Oslo kommune v/ Omsorgsbygg Oslo KF

Oslo municipality c/o Omsorgsbygg Oslo KF (OBY) shall establish a new main station at Bryn. This shall include a new main fire station for Oslo Brann og Regningsetat (BRE), a new operations station for Oslo Vann og Avløpsetat (VAV), as well as a new administration building for all of VAV´s administration in Oslo municipality.
The procurement is for project management for the preliminary project, with an option for project management in the execution phase.
By project management, we mean a project manager who has support functions in his team such as a deputy project manager, consultancy services for all the construction professions and technical professions, as well as consultancy services for programming in the preliminary project phase.

The tenderer shall be a legally established company.

Documentation requirement:

— Norwegian companies: Company Registration Certificate.

— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.

— tenderers shall have their tax and VAT payments in order.

— a certificate for tax and VAT, not older than 6 months from the deadline for receipt of tenders.

— Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

— alternatively, tenderers registered in StartBANK can provide their StartBANK ID or send in a copy of their StartBANK certificate of registration if the documentation requested is available in StartBANK.

— the contracting authority will obtain a credit assessment/rating, based on the last known fiscal figures. The rating will be carried out by a publicly certified credit rating institution.

— the Contracting Authority retains the right to obtain the Annual Financial Statements or other documentation from the tenderer if this is necessary to evaluate the requirement.

— if the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, (for example a newly started business), the tenderer can document their economic and financial position with any other document that the contracting authority deems suitable.

Documentation requirement:

1) An account of the tenderer's average workforce and the number of employees in the administrative management in the last three years (can be a competence matrix or organization chart).

We request that tenderers particularly highlight the resources they have at their disposal and who are relevant for this procurement, see the service description, point 2.

2) A list of the company’s most important deliveries or services performed in the last 3 years.

The overview shall state the value, contract type, contracting authority, and also the time and location the work was performed.

3) Tenderers shall submit a description of their quality management system, including the tenderer’s quality assurance measures.

Documentation shall at least describe the following points:

— the organization’s quality policy and quality goals

— the work processes and work procedures that are relevant to the contract’s content

— methods that ensure the systematic measuring of customer satisfaction and continual improvement of performance.

Documentation can be requested.

— alternatively, the tenderer can submit certificates pertaining to the company’s quality management system issued by independent bodies confirming that the tenderer fulfills certain quality management standards, for example, ISO 9001 or equivalent.
