Helse Sør-Øst RHF is responsible for ensuring that there is an offer of laboratory services for the inhabitants in the region. In addition to the services that our health trusts provide, the Contracting Authority would like to enter into contracts for the provision of outpatient laboratory services from private suppliers. Together this will contribute to fulfilling the Contracting Authority's “taking care of” responsibility in the region.

Helse Sør-Øst RHF intends to enter into a Framework Agreement with a private company for the procurement outpatient laboratory services. Both non-profit and commercial suppliers who can provide the service within the geographical area of the Contracting Authority (Helse Sør-Øst) can submit tenders.

The Framework Agreement will be valid from the second quarter of 2019 (tentatively) until the end of the second quarter 2021, with an option for the Contracting Authority to extend the Framework Agreement for a further one (1) year at a time for up to a further four (4) years (1 + 1 + 1 + 1).

Based on analyses and a needs assessment, the total financial budget for the procurement, including options, is estimated to approx. 150-160 000 000 NOK in the first year.
The procurement will be implemented in accordance with the Public Procurement Act of 17.6.2016, No. 73 (LOA), with the associated Public Procurement Regulations of 12.6.2016 No. 974, Parts I and IV. It is the safeguarding of ensuring responsibility for the residents in the entire region that will form the basis for selecting the provider, cf. the Specialist Health Service Act § 2-1.
