The Norwegian Parliament shall replace one of its most important core systems “Electronic Parliamentary Follow-Up System (EPOS)”. EPOS is a central register and administrative system for parliamentary work and it is used, amongst other things, to prepare cases that are discussed in the Norwegian Parliament.

The system has been in use for approx. 20 years and it has been considerably further developed over the years.

The project shall both develop a trade system and an underlying service-orientated platform. The Norwegian Parliament would like the project to build systems based on the current best practice and principles for service-orientated architecture and web user interface. The total system shall be future orientated, robust, secure and with the appropriate functionality and broken down into small components for flexibility and easier administration.

In a previous phase of the project, the work has consisted of documenting current operational processes, application processes and the technical processes. Ordinary requirement specifications have not been prepared, as we have chosen a flexible development method.

The project shall also contribute to a general rise in competence in the development and administration organisation as regards the parliamentary operational processes, as well as for new technology and new development methods. As a result of the internal competence lift in the project, the contracting authority shall be able to own and manage the system itself after it has been commissioned.

The project is, therefore, staffed by our resources and hired resources.

The project consists of several main deliveries, which, step-by-step, shall replace an existing system. The first main delivery has recently gone into production. This means that the overall architecture and choice of technology has been started and is to be evaluated after the first delivery. The systems shall be based, amongst other things, on ASP.net Core, WebAPI, React and oAuth2. The next phases will, amongst other things, include an assessment and introduction of queue and platform technologies such as RabbitMQ and Azure Service Fabric, as well as working on a robust migration strategy.

The consultant's role is further described in the attached requirement specifications.
