Helse Nord RHF [the Northern Norway Regional Health Authority], the contracting authority, extends an invitation to a competition according to section IV of the public procurement regulations to establish mental healthcare treatment stays for adults. In accordance with political health guidelines, the services shall supplement the offer provided by the health companies' DPS and the region's contract specialists, so they shall not, therefore, include highly specialised services.
Refer to the tender documentation for a complete description of the procurement, including that negotiations shall be performed and be included in the contract. The duration of the contract is 4 years, with the possibility for an option of up to 1 year + 1 year.
The Northern Norway Regional Health Authority takes reservation that the tender form is not adapted to the part IV form in Mercell.

The procurement shall result in one or more contracts. The contracting authority also notes their reservation that the tender form is not completely suited to the procedure for the procurement of health services. The contracting authority shall enter into a contract with a four year duration, with the possibility to extend for up to 1 year + 1 year. The duration is based on the service/s particular character and development of the service and collaboration forms.

The agreements concern 24 hours treatment in institutions for patients where outpatient clinic treatment is not sufficient, and additional outpatient clinic treatment is part of ongoing treatment.
The procurement includes the following areas of need:
1— trauma disorders,
2— parents with psychological disorders and serious interaction difficulties,
3— persons with compound and long-term psychological disorders.
