RegionData invites tenderers to participate in a competition for maintenance, supplementation and consultancy services for software licences. This competition will result in a contract with a Microsoft Licensing Solutions Partner (LSP), who can process orders for licences and subscriptions for Microsoft's entire portfolio, as well as a new EA agreement when this expires. Our licence provider will also assist in the annual true-up and any revisions. The Microsoft licence provider must also be able to offer consultancy services for the management of the Microsoft licences, i.e. SAM (Software Asset Management) consultancy services. The objective of the framework agreement is to ensure RegionData's needs for the hire of software licences (user rights for software), licence maintenance service and licence consultancy services. The contract must ensure that RegionData always has the most adequate and financial favourable licence agreements, and that RegionData gets access to consultancy services that are qualitative and financial favourable.

RegionData, hereafter called the contracting authority, invites tenderers to a competition for the provision of maintenance, supplements, consultancy services for software licences. RegionData, with its owner municipalities, uses products from Microsoft in large parts of its IT environment, both on the server and client side and, not least, for office suite and interaction systems. We have a mix of on-premise and cloud, with School largely cloud based in the form of Office 365, whilst the server systems based on Windows are run virtually on VMware and XenServer in a separate computer centre. Our existing EA (Enterprise Agreement) was extended in May 2018 to a joint hire agreement for both RegionData and its owner municipalities. This competition will result in a contract with a Microsoft Licensing Solutions Partner (LSP), who can process orders for licences and subscriptions for Microsoft´s entire portfolio, as well as a new EA agreement when this expires. The contract will be valid for 2 years, with an option for an extension for 1+1 year, a total of 4 years. The total estimated contract value is 15 000 000 NOK excluding VAT for 4 years.

Requirement: Tenderers must have adequate economic

And financial standing to demonstrate that they are able to fulfil the contractual obligations.

Documentation: Either:

A solidity assessment from an approved credit appraisal agency. The assessment shall be based on the most recent known accounting figures. The key figures in the requirement must be presented together with an assessment of the tenderer's payment experience.

Or:

The annual accounts for the last 2 years, or equivalent documentation of the company's turnover, income and solidity. For companies younger than 2 years, provide accounts for the years that are available. The annual accounts must include notes, the board´s annual report and the auditor´s report.

Teknisk og faglig kapasitet:

Requirement: Tenderers shall have experience from comparable assignments.

Documentation: Overview of the tenderer's 3 most relevant assignments in the last 3 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. The list shall as a minimum contain:

— Name and contact information for the Customer

— Date of the assignment

— Value/scope of the delivery

— A brief description of the delivery.

It is the tenderer´s responsibility to document relevance through the description.

Tenderers can use Annex 4.

Requirement: Tenderers must have systems for quality assurance.

Documentation: A description of the company´s routines for quality assurance, with emphasis on quality assurance, resource management, the management´s responsibility, manufacturing process and continual improvements, as well as a description of how the system will be used to ensure quality in this contract. If a tenderer has valid ISO 9001 certification, this certificate will be accepted as documentation of fulfilment of the qualification requirement. Declared. Documented upon request.
