The Tender contest is implemented by the Norwegian Armed Forces, c/o the Norwegian Defence Logistics Organisation.
The framework agreement must cover the Contracting Authority’s requirements for groundsheets. Groundsheets are used in all the branches of the Norwegian armed forces; primarily as insulation from the ground during rest and for static tasks that require protection from the surroundings, such as cold and unevenness. Secondarily, groundsheets are used for lying or sitting active service, such as shooting at shooting ranges, maintenance, guard duties and observation duties. Tertiary, the groundsheets are included as sanitary material where there is the possibility and/or need to protect patients from surroundings.

Groundsheets that will mainly be used to provide insulation for soldiers and protection from the cold and unevenness during rest year round in all types of environments (forest floors, rock/mountains, wooden floors, concrete floors, snow, ice, earth and sand). The groundsheets must also provide insulation and protection from the cold and unevenness when shooting at shooting ranges, during guard duty service and sanitation material. The groundsheets will also be used for the maintenance of weapons and optics.

This groundsheet must not be inflatable.
