Tenderers shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Norwegian companies: Company registration certificate.
Foreign companies: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established. The certificate must not be older than 12 months from the tender deadline.

Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to carry out the assignment/comply with the contractual obligations. Tenderers are required to be credit worthy, have satisfactory liquidity and solidity, and a minimum score of A or equivalent.
Credit rating based on the most recent financial figures. The credit rating must not be older than 3 months. The credit rating shall be carried out by a credit rating institution.
That has a licence to conduct such activity.
Teknisk og faglig kapasitet:
Tenderers must have experience from comparable assignments.
Description of the tenderer's 2 most relevant contracts in the course of the last 3 years. The description must include an indication of the assignment's value, date, recipient (name, telephone number and e-mail address). The tenderer is responsible for substantiating relevance through this description. Tenderers can document experience be referring to the competence of the personnel that can be used for this project, including skills or experience that has been acquired while the personnel was in the service of another employer.

Quality assurance and environmental management standards.
Tenderers are required to have a quality assurance system.
Documentation of the quality assurance system.
An account of the tenderer's existing routines and documentation that the requirement for a quality assurance system/management system applicable for the assignment is covered. If this is described in the tenderer's quality assurance system in accordance with ISO 9001 or equivalent, documentation of this can be enclosed.

Copies of any certificates, such as ISO 14001, EMAS, Miljøfyrtårn or equivalent, are to be enclosed. If a tenderer does not have an environment management system, the tenderer must be willing to implement one within 6 months of the contract being signed.

(1) The contracting authority can enter into a contract after the waiting period has expired at the earliest, this period is determined by the contracting authority. The waiting period shall be at least 10 days calculated from the day after the notification on the chosen tenderer has been sent. If the contracting authority has made an exception from the requirement for using electronic communication, the waiting period shall be a minimum of 15 days.
