The Contracting Authority has an option to extend the contract for 1 + 1 year, thus the total possible contract length will be 4 years.

Vilkår for deltakelse
Teknisk og faglig kapasitet:
1) If a tenderer is dependent on a sub-supplier in order to be qualified, the tenderer must document for the Contracting Authority that the tenderer will have authority over the necessary resources.
Tenderers must confirm that they fulfil this requirement when they submit a request to participate in the competition.
Tenderers must submit the following documentation:
A commitment statement or equivalent, which documents authority over the required resources;
2) A cooperation contract has been signed between the Norwegian Public Roads Administration and the Norwegian Tax Administration as a part of the Norwegian Public Road Administration´s fight against working life criminality, including illicit work and social dumping. The Norwegian Public Roads Administration therefore requires a signed permission slip that gives the Norwegian Public Roads Administration an extended right for an unlimited number of times to obtain information on its suppliers and sub-suppliers´ tax and duty standing, as stated in the permission slip.

Attention is drawn to the fact that the signed permission slip requirement also applies for all the main supplier´s sub-suppliers, who must each submit a permission slip. The main supplier shall regulate by contract the obligation to sign down the supply chain.

The Contracting Authority draws attention to the fact that a tenderer can be rejected if information is received from Skatt Øst on unpaid taxes and duties, etc. for the tenderer and any sub-suppliers.
Emphasis is put on the fact that if a signed permission slip is not received from the main supplier and any sub-suppliers used in the qualification, it will be seen as a significant reservation to the contract, which will lead to both the tenderer and sub-supplier being rejected from the competition.

3) Tenderers must confirm that they fulfil this requirement when requesting participation in the competition.
Norwegian tenderers: Company registration certificate.
Foreign companies: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the Tenderer is established;
4) Tenderers must be certified for cleaning operations in accordance with the Regulations on public certification of cleaning companies and the procurement of cleaning services (FOR-2012-05-08-480).
Tenderers must present official certification of a cleaning company or a copy of an application for such approval which has not yet been processed by the Norwegian Labour Inspection Authority. If a tenderer is not approved by the Norwegian Labour Inspection Authority, the contract will be terminated with immediate effect. The Contracting Authority will not compensate the Tenderer in such an event;

6) Tenderers must have a system and procedures for environmental management, including a plan for training personnel in waste management, cleaning methods, use of cleaning agents and equipment in accordance with ISO 14001, EMAS, Eco-lighthouse or equivalent systems.

It will be sufficient to present a valid certificate if the routines are described in the company's quality or environmental management system.

Tenderers must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT), etc;
3) Tenderers mustl be a legally established company;
4) Tenderers must have specific authorisation;
5) Requirement for a quality assurance system.
A good, efficient quality assurance system is required. The system must be based on, for e.g.: ISO 9001 or equivalent quality standards;
6) Environmental qualifications.
Tenderers must have a system and procedures for environmental management, including a plan for training personnel in waste management, cleaning methods, use of cleaning agents and equipment in accordance with ISO 14001, EMAS, Eco-lighthouse or equivalent.
