Statens vegvesen Region øst (the Norwegian Public Roads Administration Eastern Region) wants to measure sliding motions in the snow cover at Stavbrekkfonna by County Road 63 at Breiddalen in Skjåk kommune (municipality). It is the sliding movement ahead of the slope that the Contracting Authority wants to measure, as this can be used to predict if an avalanche is imminent. The goal is to predict the avalanche with 1-2 hours warning so that any work or traffic on the road can be terminated in time.

It is the sliding movements in the snow cover at Stavbrekkfonna that must be measured. The deformation measurement must be carried out with the help of ground based radar technology. The goal is to predict the avalanche with 1-2 hours warning so that any work or traffic on the road can be terminated in time. Tenderers must carry out virtually real-time monitoring for 3 months each contract year from 01.03 to 31.05.

Vilkår for deltakelse
Økonomisk og finansiell stilling:
1) Qualification requirement: tenderers must have their tax,employer contribution and VAT payments in order. Documentation requirement: tenderers must confirm fulfilment of their obligations for payment of tax and VAT. The selected tenderer must present a tax and VAT certificate. The certificate shall not be older than 6 months calculated from the expiry of the tender deadline. Foreign companies shall present certificates that substantiate the fact that the tenderer has met the obligations in relation to the payment of tax and duties.

2) Qualification Requirement: Tenderers must have the economic capacity to implement the procurement. The Contracting Authority will obtain a credit rating from Experian. In order to be qualified tenderers must be assessed as credit worthy from a point score. In case of any doubts or need, the last 3 years accounts will be assessed in addition. If a tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his economic and financial capacity with any other document that the Contracting Authority deems suitable.

Teknisk og faglig kapasitet:
Qualification requirement: tenderers must have experience from similar contracts. Documentation requirement: tenderers shall enclose a list with at least one and a maximum of 3 reference assignments from amongst the most important relevant assignment and performed services during the last 3 years, including information about value/quantity/scope, dates, brief description of the assignment, and name of the public or private recipient. A tenderer who is newly established and cannot submit references, must be particularly careful to demonstrate that they have the prerequisites to carry out the assignment. Newly established tenderer can document that the requirement is met by referring to the experience of offered persons/resources that have developed their skills in the service of other providers.
