The Central Norway Regional Health Authority (“HMN”), through the programme Helseplattformen, hereby invite Contractors to compete for the delivery of an Identity and Access Management (“IAM”) solution with adjacent systems and services (hereafter the “IAM solution”). The type of procedure used will be Competitive Dialogue.
In addition to Helseplattformen this procurement comprises 4 Customer options where IAM solution areas can be procured for purposes and needs outside of Helseplattformen. Parts of the requested scope may also be procured as options. This will be clarified through the dialogue.

In addition to Helseplattformen this procurement comprises four Customer options where IAM solution areas can be procured for purposes and needs outside of Helseplattformen. The Customers thus comprise Helseplattformen, the Central Norway Regional Health Authority (“HMN”) and its subsidiaries, the North Norway Regional Health Authority and its subsidiaries (“HN”), the Municipality of Trondheim, as well as the other municipalities in the Central Norway Health Region. See Appendix C3 for further information on the Customers. Parts of the requested scope may also be procured as options. This will be clarified through the dialogue.

Overall, the Customer Helseplattformen requires a partner for delivering a broad set of IAM capabilities to support the delivery of Helseplattformen as a groundbraking and comprehensive electronic health record (EHR) service for the health care service in Central Norway.

This Electronic Health Record concept, Helseplattformen, will offer broad functionality to support clinical and administrative core processes in the Central Norway Health Region.
In addition, the Municipality of Trondheim, the other municipalities in Central Norway, private actors with a contract with the health trusts, contract specialists and GPs have an option to use Helseplattformen. The procurement project of Helseplattformen EHR is conducting final proceedings with the intention of signing contract with a EHR provider in Q1 2019.

IAM capabilities will be important to implement the EHR provider’s EHR solution in an efficient and secure manner. Hence the EHR implementation project is dependent on a timely and quality delivery of the IAM solution subject to this procurement. The IAM Contractor’s execution capabilities are therefore important, and managing the interdependence between the EHR and IAM implementation projects will be central.

A premise is that Helseplattformen is to be delivered as a service to several different user organisations from a single service provider organisation. The EHR, the infrastructure and the IAM capabilities are integrated parts of Helseplattformen as a service.
