The agency for public management and eGovernment (Difi) has overall responsibility for the ID port, MinID, Digital contact register, digital postbox for the residents and eSignature.
The ID port and eSignature links E-ID suppliers and Difi’s customers together. At this point in time, the systems have functionality for authentication and signing and are integrated with E-ID on level 4 with Buypass AS, Commfides Norge AS and BankID Norge AS. In addition, Difi's own solution on level 3 MinID is used.
In 2017, the system handled over 113 000 000 logins to public internet services, with about 4 000 000 users. The ID port is used by more than 750 public enterprises.

The procurement concerns the delivery of certificate and E-ID services that are self-declared on level ‘Person high’.
The procurement is carried out on behalf of the entire public sector. In this connection, Difi is considered to be a procurement centre, cf. the public procurement regulations (PPR) § 4-3, first Paragraph litra a), cf. § 7-8.
The objective of the agreement is to purchase certificate services (E-ID) that covers public sector need related to authentication of persons and signing of personal certificates through the shared service ID port and eSignature. The agreement covers the user scenarios where a person authorises for a public service or signs a document issued by a public authority.

The agreement shall first and foremost cover the needs connected to E-ID and certificate services in the ID port and eSignature, but also includes additional services for direct integrations between the public organisations and the tenderer.
For a more detailed description of the procurement and the requirements, see Annex 1.
All of the tenderers who best meet the qualification requirements will be invited to submit tender offers. The tender submission deadline is 23.3.2018, 12:00. After submission of the qualification request, Difi will open again in Mercell for submission of tender offers on 13.3.2018. For other dates refer to the tender documentation point 1.4.

If there are more than 3 to 5 tenderers who deliver tender offers, the assessment of who shall proceed to negotiations will be based on the award criteria in the tender documentation point 5.
If the tenderers offer multiple solutions, an agreement will be signed with different annexes for the different solutions.
Based on the result of the competition, Difi will enter into agreements with 2 or more tenderers. It is a pre-requisite that to be awarded a contract, the tenderer is self-declared as an issuer of ‘Person high’ certificates at the time of signing the contract, but regardless, no later than 20.11.2018.
