NAV invites tenderers to a competition for a system for dialogue and relation management in NAV.
NAV has three main aims in its strategy, which all affect the dialogue that NAV has with its users
— More people in work
— Better user meetings
— Reliable administration
In order to achieve these aims, NAV cooperates with employers, developers and municipalities in order to give users the best chances to be able to be responsible for their own situation and to be able to help themselves. These can be users who have become unemployed, or young adults who need help in finding their first job. This concerns persons who have been on sick leave and are about to start working again, perhaps with special adaptations and follow-up, and persons with reduced functional abilities who will have different needs for adaptations and/or aids in working life.

NAV will first use a standard Cloud service (public cloud) for employers, and then use it if there is a need for new development initiatives within other areas. In the long term we would like a system that covers the need for user insight and interaction between different user groups in NAV, both users, employers, others who interact and employees.

The cloud service must include functionality with very good use quality, user licences, a portal system, security and access control, as well as there being a need for expert help and possibly other additional services.
A Proof of Concept (POC) must be carried out during the procurement process. This is detailed in the Contract, Part III - Annex 1.
The contract can be changed if new laws and regulations are implemented.
There are requirements in the tender documentation that the system is delivered as a standard cloud service in a public cloud in a computer centre in the EU/EEA area, or in a computer centre in third countries that have been approved in advance by the European Commission, after an assessment of the risk and personal protection consequences. A data processor contract must also be signed in accordance with the requirements in the current personal protection rules (GDPR).

If the cloud service does not adequately fulfil NAV's security and access control requirements, the tenderer´s tender will be rejected from the competition. The same applies if the user experience and use quality requirements, including universal design, do not adequately cover the Contracting Authority's needs.

The contract is planned to have the option to cover all of NAV's needs for a standard system for dialogue and relation management, but due to the complexity of NAV's activities, one system may not be able to cover all the potential areas in the contract period. If, after an assessment by NAV, the chosen system does not adequately cover NAV's needs in such an area, NAV will be free to choose other systems for these areas.

From the start-up until the end of 2020, the Contracting Authority will scale up to 8 000 licences. Furthermore, the Contracting Authority aims to scale up to 15 000 licences during the contract period.
The IT development in NAV is carried out in a multi-disciplinary team with flexible development. This methodology will also be used here. The Contracting Authority will be responsible for implementing the System and using it with assistance from the Tenderer´s technical expert, as described in the Tender Documentation, Part III, Annex 1, chapter 1.5.13 and Annex 3. The team can be supplemented via other contracts for further needs for external competence in the establishment project.

The contracting authority as a reasonable fixed budget for the total price over the entire contract period. The budget will not be given to tenderers for competitive reasons. Tenders that exceed this budget after the last negotiation round, (the last revised tender), will be rejected from the competition.

Through Regulations on wages and working conditions in public contracts, PPR 2008-02-08 no. 112, the Contracting Authority is obligated to set contractual requirements regarding wages and working conditions in connection with service contracts. NAV’s service contracts contain requirements regarding wages and working conditions, and associated provisions and documentation and sanctions. These requirements are in the tender documentation.

2.1 Tax and VAT
