The Norwegian Environment Agency shall procure a solution for two factor authentication that meets the current and future requirements for functionality and security for authentication of users who use internal company applications and services. A comprehensive description of the delivery is in Annex 1 (Requirement Specification) to the contract.

Requirement:

The tenderer shall be registered in a company register, professional register or a trade register in the state where the tenderer is established.

Documentation requirement:

— norwegian tenderers: Company Registration Certificate,

— foreign companies: verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers shall have sufficient economic and financial capacity to fulfil the contract.

Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Minste nivå(er) av standarder:

Credit rating based on the most recent financial figures. The rating shall be carried out by a credit rating company with licence to conduct this service, If a tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his economic and financial position with any other document that the Contracting Authority deems suitable.

Teknisk og faglig kapasitet:

Requirement:

1. tenderers shall have experience from comparable contracts;

2: the service provider shall have sufficient ability and capacity to fulfil the contract;

3. a well functioning quality assurance system and a clear environmental profile of the tenderer are required.

Documentation requirement:

1. description of up to 3 of the tenderer’s most relevant assignments during the last 3 years: the description must include specification of the project value, dates and recipients (preferably name, telephone and email.). The tenderer is responsible for documenting relevance through the description. The Contractor may do this by including documentation on the skill or experience of the personnel that can be used for this project, including skills or experience that has been acquired while the personnel was in the service of another employer;

2. an account of the tenderer’s average workforce in the last 3 years;

3. a brief account of the tenderer´s quality assurance system / quality management system and environmental profile, or relevant certificates.
