Sandnes Kommune.

The Contracting Authority would like to procure a project management tool. We have a separate property company with 15 project managers who are organised in a separate company, and a technical entity with 13 project managers, which is responsible for the development of technical installations within water and sewage and parks, sport and roads. The municipality has many large and small projects each year, and it depends on a good tool to follow-up major and complicated projects as well as minor projects. The projects are mainly within building and construction.

The contract also contains an option to expand the scope of the contract. Sandnes Eiendomsselskap KF will be able to join the contract with written notice to the tenderer at any time during the contract´s lifetime.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement 1:
Tenderers must not have considerable tax and VAT arrears, unless an approved repayment schedule is presented.
Documentation requirement 1:
Norwegian tenderers:
Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign tenderers:
A certificate issued by the competent authority in the tenderer's home country certifying that the tenderer has fulfilled his obligations regarding taxes and fees in accordance with the laws of the country where the tenderer is established. The certificate must not be more than 6 months old.

Requirement 2:
Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Documentation requirement 2:
Company Registration Certificate.
Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Tenderers must, as a minimum, achieve the rating good credit worthiness.
Documentation requirement:
As documentation, the Contracting Authority will obtain a credit rating from Experian (the Contracting Authority subscribes to services from Experian).
The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation.

When submitting their tender offer, the tenderer can enclose a credit rating from a certified credit rating company showing that the tenderer fulfils the requirement. The credit assessment shall be based on the last available accounting figures.
If a tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his economic and financial position with any other document that the Contracting Authority deems suitable.

Requirement:
Tenderers must have experience from delivering the offered project management tool to an organisation of the same size and complexity as the Contracting Authority. See the tender documentation, point 1.2 for a description of the Contracting Authority.

Documentation requirement:
Tenderers are asked to enclose a list of the most important relevant assignments in the last 3 years. The list shall consist of up to 3 assignments. The assignment description must include a specification of the assignment value, assignment length and the recipient (name, phone number and email address). The tenderer is responsible for documenting the assignment’ relevance through their description. The references will only be contacted if required.
