The aim of the procurement is to establish parallel Framework Agreements with three tenderers for assistance with the development and management of systems for processing decisions and case management in NAV, provided that there are a sufficient number of suitable tenders.

The systems that are to be developed and managed cover several of NAV's product areas, including pension, family and health.
Further details on the systems are in the qualification documentation, annexes 4 and 5.
The tenderer's resources will be part of the Contracting Authority's development team and will provide assistance in the contract period with relevant competence for the development that is occurring at the Contracting Authority. Tenderers must be able to fill different team roles.

The Contracting Authority will carry out the development and management with internal resources and resource reinforcements from the tenderers, as well as cover swings in capacity needs from the tenderers. The tenderers could also be responsible for the results from the implementation of development assignments.

Egnethet til å utøve yrkesvirksomheten:
Norwegian tenderers must have their tax and VAT payments in order, documented by:
Norwegian tenderers: A Tax and VAT certificate from the tax authorities, not older than six months calculated from the deadline for requests to participate in the tender contest.
Tenderers are required to be a legally established company, documented by:
— Norwegian tenderers: company registration certificate from the Brønnøysund Register Centre,
— foreign tenderers: certificate for registration in the register of business enterprises as prescribed in the legislation of the country in which the supplier is…

The tenderer is required to have good financial solidity. A “good creditworthiness” or better credit rating satisfies this requirement.
The Contracting Authority will obtain a credit rating carried out by Experian; see www.Experian.no
If the tenderer feels that the credit rating will not provide an accurate picture, please send supplementary information together with the qualification application.
1) Good capacity is required, documented by a description of the tenderer's capacity that is relevant for the development and management of systems for processing decisions and case management, which includes:
— a description of relevant units at the tenderer's disposal,
— the number of relevant resources as regards content and scope for the procurement within architecture/system design, design/development, testing, team and project management, support trade/business.
The template in the “qualification requirements’’ annex 2 applies for other line points. The personnel proposed to the assignment shall not be specified, and CVs not submitted.
2) Relevant experience is required from similar deliveries, documented by a description of up to the 3 most relevant deliveries carried out by the tenderer in the last 3 years. The description of each delivery is to include:
— recipient/Contracting Authority — length — area of activity/process — scope (if the value cannot be given due to confidentiality, tenderers are asked to state the number of man-labour years that the tenderer provided),
— the tenderer's role/main assignments — use of a flexible implementation model — the technology that was used - description of the delivery. The template in annex 3 of the qualification documentation must be used for this point. Name and contact details of the contact person who can confirm this information must be provided on request.

3) Tested and appropriate methods for quality assurance are required, documented by:
(a) a brief description of the tenderer's general methods and processes that are relevant for ensuring the quality of the service. There must be no sales text, product descriptions or descriptions of experience.
The following areas must be included:

— design/development,
— testing

(b) an account of the company’s quality assurance system/quality management system, and any certificates issued by independent bodies.

Tenderers must be able to provide staff for different development team functions.
The Tenderers shall also be responsible for the results from the implementation of development assignments in accordance with requirements.

Parallel Framework Agreements have been entered into with 3 providers of development and administration of systems for several of NAV service areas, including pension, family and health.
