The Contracting Authority would like to use this procurement to enter into a contract with a Tenderer for the procurement of 1 fire and rescue vehicle for Lepsøya, and an option for a further one fire engine for Austnes (both belonging to Haram Fire Service in Haram municipality).
The aim of the contract is to meet the Contracting Authority´s need to a new crew vehicle, with good capacity and good performances as regards fire and rescue assignments. The vehicle must be delivered with a built-on chassis with the original double cabin, 4x4 and automatic gearbox.

Beskrivelse av opsjoner:
An option is wanted for a further one (1) fire engine for Haramsøya. The option will have the same
Requirement specifications and price structure as for the procurement of a fire and rescue vehicle for Austnes.
The Contracting Authority can choose to add to take away additional equipment and mobile equipment in accordance with the price sheet as needed.
The option will be valid until the end of the year (2018), subject to political approval.

Tax and VAT certificates
Documentation requirement:
Norwegian tenderers: Tax and VAT certificate. The certificate shall not be older than 6 months from the tender deadline. Any arrears or other irregularities must be justified.
(Tenderers can obtain the electronic tax and VAT certificate themselves and immediately receive it by email.)
Foreign tenderers: Tenderers who are not established in Norway shall submit equivalent documentation issued by the authorities in the country where the Tenderer is established. The certificate shall preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.

Credit Rating
The Contracting Authority will carry out their own assessment of the Tenderer's finances through the business and accounting information company Bisnode AS with the service CreditPro.
The Contracting Authority will not accept credit ratings from other business and account information systems than Bisnode AS with the service CreditPro in order to ensure an equal assessment of all tenderers.
The Tenderer can enclose other necessary information in the tender if the Tenderer believes that
Bisnode/CreditPro does not provide a correct picture of the economic situation.
Newly established companies: Newly established companies who have not worked up a basis for a credit assessment must enclose a declaration from a bank or similar financial institution on the company´s financial and economic standing.
This also applies to foreign tenderers.

Requirement:
Tenderers must have their tax, payroll tax and VAT payments in order in accordance with the legal provisions.
Credit Rating
The financial capacity to carry out the contract is required. A minimum requirement is that the tenderer is credit-worthy in accordance with Bisnode AS using the service CreditPro, or that the tenderer has the financial capacity to implement the contract, based on the Contracting Authority’s assessment given in the submitted documentation from the Tenderer.

Reason for the cancellation: ‘The Contracting Authority refers to FOA [PPR] §25-4 (1). Notice is hereby given that the competition is cancelled due to unclear tender documentation. See the tender documentation point 7.1.1 "Behov" ("Requirements"). This point states that the "Vehicle shall be delivered with chassis addition with an original double cabin, 4 x 4 automatic transmission". Under minimum requirements, point 7.2.3 the following are stated: "Standard equipment": — Gearbox: Automatic transmission or manual transmission. Automatic transmission will be preferred, — Wheel drive: The vehicle can have four or two wheel drive. If this is optional it must be reflected in the stated price in the tender. The final choice of wheel drive shall be clarified by the Customer. The Contracting Authority has also been made aware that some of the minimum requirements stated in the tender documentation are impossible to fulfil when the weight of the vehicle is max. 7,5 tonnes (fully loaded), and being operated by a driver with certificate C1.
