The Contracting Authority would like to use this procurement to enter into a contract with a Tenderer for the procurement of one fire and rescue vehicle for Lepsøya, and an option for a further one fire engine for Austnes (both belonging to Haram Fire Service in Haram municipality).
The aim of the contract is to meet the Contracting Authority's need to a new crew vehicle, with good capacity and good performances as regards fire and rescue assignments. The vehicle must be delivered with a built-up chassis.

Beskrivelse av opsjoner:
See point 7.4 OPTION — Fire Engine: There will be an option for a further one (1) fire engine for Austnes. The option will have the same requirement specifications and price structure as for the procurement of a fire and rescue vehicle for Lepsøy. The option will be valid until the end of the year (2019), subject to political approval for the budget for 2019, or by the end of the year in an extended contract.

Documentation requirement, ESPD: Tenderers must fill in an ESPD Form as provisional documentation of fulfilment of the qualification requirements and that there are no reasons for rejection and that any selection criteria are fulfilled. The form must be submitted together with the request for participation.

Økonomisk og finansiell stilling:
Certificate for tax and VAT: Documentation requirement: For Norwegian tenderers: Tax and VAT certificate. The certificate shall not be older than 6 months from the deadline for receipt of tenders. Any arrears or other irregularities must be justified. (Tenderers can obtain the electronic tax and VAT certificate themselves and immediately receive it by email)

Foreign tenderers: Tenderers who are not established in Norway shall submit equivalent
Documentation issued by the authorities in the country where the Tenderer is established. The certificate shall preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.
Credit Rating: Documentation Requirement: The Contracting Authority will carry out an assessment of the tenderer's finances through the company and accounting information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro.
The Contracting Authority will not accept credit ratings from other business and account information systems than Bisnode AS with the service CreditPro in order to ensure an equal assessment of all tenderers.
The Tenderer can enclose other necessary information in the tender if the Tenderer believes that Bisnode/CreditPro does not provide a correct picture of the economic situation.
Newly established companies: Newly established companies who have not worked up a basis for a credit assessment must enclose a declaration from a bank or similar financial institution on the company´s financial and economic standing. This also applies to foreign tenderers.

Tax and VAT certificate:
Requirement: Tenderers must have their tax, payroll tax and VAT payments in order, in accordance with the legislation.
Credit rating: The economic capacity to fulfil the contract is required. A minimum requirement is that the tenderer is credit-worthy in accordance with Bisnode AS using the service CreditPro, or that the tenderer has the financial capacity to implement the contract, based on the Contracting Authority’s assessment given in the submitted documentation from the Tenderer.

Teknisk og faglig kapasitet:
Experience: Documentation requirement: A reference list must be submitted of equivalent assignments that show that the qualification requirement is met.
For each reference assignment, information must be given on the assignment's content, scope, value, delivery date, contracting authority and contact person at the Contracting Authority.
Environment: Documentation Requirement: Tenderers shall complete the self-declaration form on environmental management (annex 4). This is to substantiate that the requirement is met.
Minste nivå(er) av standarder:
Requirement: Tenderers are required to have experience from equivalent assignments in the last 3 years. Equivalent assignments are the delivery of a crew vehicle of an equivalent size and use.
Environment: To ensure compliance with environmentally relevant requirements in the contract, the tenderer must possess sufficient relevant environmental expertise, management systems and routines for quality assurance of the services that are covered.
