The Contracting Authority would like to use this procurement to enter into a contract with a Tenderer for the procurement of one fire and rescue vehicle for Brattvåg (Haram municipality), with an option for a further two fire engines for Sandøy municipality and Vatne (Haram municipality) respectively.
The aim of the contract is to meet the Contracting Authority's need to a new crew vehicle, with good capacity and good performances as regards fire and rescue assignments. The vehicle must be delivered with a built-on chassis with the original double cabin, 4x4 and automatic gearbox.

Beskrivelse av opsjoner:
An option is wanted for a further two (2) fire engines. The options must follow the same requirement specifications and price structure as for the procurement of the fire and rescue vehicle for Brattvåg. The Contracting Authority can choose to add or withdraw additional equipment and mobile equipment in accordance with the price sheet as required. The option will be valid until the end of the year (2018), subject to political approval.

An overview and brief description of the qualification requirements:
— Tax and VAT certificate
Documentation: For Norwegian tenderers: Tax and VAT certificate. The certificate shall not be older than 6 months from the tender deadline. Any arrears or other irregularities must be justified. (Tenderers can obtain the electronic tax and VAT certificate themselves and immediately receive it by email.)

Foreign tenderers: Tenderers who are not established in Norway shall submit equivalent
Documentation issued by the authorities in the country where the Tenderer is established. The certificate shall preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.
— Credit rating
Documentation requirement:
The Contracting Authority will carry out their own assessment of the Tenderer's finances through the business and accounting information company Bisnode AS with the service CreditPro.
The Contracting Authority will not accept credit ratings from other business and account information systems than Bisnode AS with the service CreditPro in order to ensure an equal assessment of all tenderers.
The Tenderer can enclose other necessary information in the tender if the Tenderer believes that Bisnode/CreditPro does not provide a correct picture of the economic situation.
Newly established companies: Newly established companies who have not worked up a basis for a credit assessment must enclose a declaration from a bank or similar financial institution on the company´s financial and economic standing. This also applies to foreign tenderers.

Minimum requirements:
— Tax and VAT certificate
Requirement: Tenderers must have their tax, employer contributions and VAT payments in order in accordance with the legal provisions.
— Credit rating
Requirement: The financial capacity to fulfil the contract is required. A minimum requirement is that the tenderer is credit-worthy in accordance with Bisnode AS using the service CreditPro, or that the tenderer has the financial capacity to implement the contract, based on the Contracting Authority’s assessment given in the submitted documentation from the Tenderer.

Documentation requirement: a reference list with a minimum of 5 references must be attached, showing that the qualification requirement is met. For each reference assignment, information must be given on the assignment's content, scope, value, delivery date, Contracting Authority and contact person at the Contracting Authority with an email address and telephone number.

Requirement: Tenderers are required to have experience from equivalent assignments in the last 3 years. Equivalent assignments are the delivery of a crew vehicle of an equivalent size and use. This means a crew vehicle of minimum 15 tonnes, water amount approx. 3000 litres and axel base of 4300 mm.

Requirement: Tenderers are required to comply with ethical and social requirements in their own company in accordance with annex 3, and to work to ensure the compliance of the sub-suppliers involved in the fulfilment of this contract.

Reason for the cancellation: The Contracting Authority refers to PPR § 25-4 (1): “the Contracting Authority can cancel the competition with immediate effect if there is a justifiable reason”. The Contracting Authority hereby cancels this competition as it is necessary to make significant changes in the tender documentation. Below we have listed some of the minimum requirements that will be changed in the next notice: 1) Refer to the tender documentation point 7.3.2, point B2: Central with circuit breaker and relays mounted at suitable locations, so that it doesn't take too much space in the extension/chassis. Everything must be assembled in one location, i a cupboard (classification IP55, stainless steel); 2) Refer to the tender documentation point 7.2.5, D2: “there must be 3 rolling doors on each side, and 2 top hinged hatches at the back”; 3) Refer to the tender documentation point 7.2.8, G1: “the pump must be mounted in a reducing manner”; 4) Refer to the tender documentation point 7.2.10, I2. According to the Contracting Authority's assessment, the above named points are competition distortive. To safeguard competition and the equal treatment principle, we are cancelling the competition with it's current content. In this tender documentation, the Contracting Authority has neglected to provide information about the budget limit for the purchase. We see that this is very unfortunately and will clarify the Framework Agreement for this procurement in the next competition. A new competition will be carried out shortly.
