Ålesund kommune

From 1.1.2020 the municipalities Skodje, Haram, Ørskog, Sandøy and Ålesund will merge to one municipality (henceforth referred to as “Nye Ålesund”).
The objective of the procurement is to enter into a contract with a provider who can meet the Customers' ongoing needs for a modern, future-oriented and well-functioning business management system for Nye Ålesund municipality. The system shall emphasise digitisation and increased efficiency for the work processes.

Vilkår for deltakelse
Økonomisk og finansiell stilling:
The Contracting Authority will carry out their own assessment of the Tenderer's finances through the business and qccounting information company Bisnode AS with the service CreditPro.
The Contracting Authority will not accept credit ratings from other business and account information systems than Bisnode AS with the service CreditPro in order to ensure an equal assessment of all tenderers.
The Tenderer can enclose other necessary information in the tender if the Tenderer believes that Bisnode/CreditPro does not provide a correct picture of the economic situation.
Newly established companies: Newly established companies that have not built up a basis for credit rating must enclose a declaration from a bank or similar financing institution regarding the company's financial and economic position.
This also applies to foreign tenderers.
Minste nivå(er) av standarder:
The financial capacity to carry out the contract is required. The tenderer is required as a minimum to be credit worthy, A in accordance with Bisnode AS with the service CreditPro, or have the economic capacity to fulfil the contract based on the Contracting Authority's discretion in regard to attached documentation from the Tenderer.

Newly established companies: Newly established companies must have the economic capacity to execute the Agreement.
Teknisk og faglig kapasitet:
Norwegian tenderers: Tax and VAT certificate. The certificate shall not be older than 6 months from the tender deadline. Any arrears or other irregularities must be justified. (The service providers
Can obtain the electronic tax and VAT certificate themselves and immediately receive it by email.)
Foreign tenderers: Tenderers who are not established in Norway shall submit equivalent documentation issued by the authorities in the country where the Tenderer is established. The certificate shall preferably be translated to Norwegian, but it will also be accepted in Swedish, Danish and English.

Ålesund municipality ́s existing contract with Framsikt AS regarding the business system is to be continued in Ålesund 2024 and Haram 2024. An amendment annex to the existing contract has been signed that describes the necessary changes in the contract as a result of the division of municipalities. Of the original contract value, after the contractual KPI adjustment, the necessary one-time costs directly related to the municipal division (amendment 2) amounts to 13%, and increased annual price in total (amendment 1), as a result of one municipality becoming two municipalities, making up 34% calculated over four years.
