The project will be organised as a turnkey contract with interaction in 2 different phases. In the first phase, the interaction phase, the tenderer who is awarded the contract will be responsible for further developing their tender up until the final preliminary project. The development must be carried out in close cooperation with the Contracting Authority. The application for general permission and any other plan clarifications will occur in this phase.
The project will be organised as a turnkey contract with interaction in 2 different phases. In the first phase, the interaction phase, the tenderer who is awarded the contract will be responsible for further developing their tender up until the final preliminary project. The development must be carried out in close cooperation with the Contracting Authority. The application for general permission and any other plan clarifications will occur in this phase.
If the Contracting Authority approves the preliminary project, the project will go over to phase 2, the execution phase.
Separate contracts will be signed for the interaction phase and the execution phase respectively.
As a matter of form, the Contracting Authority draws attention to the fact that the stated start-up date in point II.2.7 is a tentative start-up date for the interaction phase. The stated completion date is a tentative date for the completion of the execution phase. Both dates are based on the tentative progress plan in the competition documents. The date can have changed when the invitation to participate is sent.

Developer activities:
Tenderers must have carried out at least 3 projects with an equivalent complexity and with a gross area of at least 10 000 m
Architecture.
Tenderers must have designed at least 2 new buildings of equivalent complexity, with a minimum of 10 000 m
Interior architecture.
Tenderers must have fitted out premises that house minimum 150 workplaces with an activity based office concept in the last 5 years. The premises can be on one or more floors.
Tenderers must submit a list of relevant assignments per the areas above. The description per assignment must, as a minimum, include: a thorough description of the delivery, date of execution, extent of the delivery in gross area, and the name and telephone number of a reference person at the Contracting Authority.

Emphasis will be on the following award criteria in the evaluation:
General experience and formal competence 40 %.
General experience means the offered person´s experience from other types of assignments than those listed in other sub-criteria.
Experience from buildings of an equivalent complexity 60 %.
The project manager can be a different person for the interaction phase and the execution phase respectively. Equal emphasis will be put on both persons if there are 2 project managers.
3) Criterium: The architect´s competence and experience — weighted 30 %.
The evaluation will be based on a general assessment of the architect´s formal competence and experience. When evaluating experience, particular emphasis will be put on the architect´s experience from buildings that provide public services, buildings in urban areas and tower blocks.
