Objective of the procurement.
We would like to use this procurement to get the correct competence for a good diagnosis phase, in order to ensure that the system that is developed is based on real needs and that it is possible to implement it. As the project is part of StimuLab, there must be an open and experimental approach, so it is, therefore, not known in advance what the actual delivery in each project will be. The projects must, however, result in an anchored and obliged system that is either implemented or will be implemented, or a platform for further development. This will depend on the project´s complexity and size and will be clarified further in the dialogue phase.

Roles and responsibility
Fjell, Sund and Øygarden municipalities will merge to form the new Øygarden municipality from 2020. The current Fjell municipality is the contracting authority, but the project is a cooperation between the three municipalities that will be merged. Difi is making the procurement on behalf of Fjell municipality, as part of StimuLab. Difi is, however, not the contracting authority nor a contract party.
Fjell, Sund and Øygarden municipalities will merge to form the new Øygarden municipality from 2020. The current Fjell municipality is the contracting authority, but the project is a cooperation between the three municipalities that will be merged. Budget: 1 200 000 NOK + an option for up to 1 200 000 NOK.
In addition, the municipality will provide up to 190 000 NOK, which will cover up to 90 000 NOK for travel expenses and 100 000 NOK for any workshops.
Contract length: The project is ready to start as soon as the procurement has been made. 1 year contract, with an option for an extension for up to a further 1+1 year.
