Forsvarsbygg [the Norwegian Defence Estates Agency] invites tenderers to apply for participation in a limited tender competition without negotiation for a framework agreement for consulting strategic EBA.
Estimated turnover during seven years is between 10 000 000 NOK and 14 000 000 NOK excluding VAT. We emphasise that this is a rough estimate and the volume can change significantly.
The tenderer shall, when carrying out the work, have the ability to handle and store (security graded) documentation and information to the level of security given in the contract.
All personnel who shall perform assignments under the framework agreement must as a minimum be authorised and security cleared for authorisation and security clearance Confidential / Nato secret.

The tenderer is expected to delivery complete advice regarding the preparation of comprehensive implementation planning, including allocating resources that under leadership of the service provider’s main coordinator and the Norwegian Defence Estates Agency’ project manager can deliver advice and reviews in accordance with the individual assignment, for example, but not limited to:

— concept studies,

— feasibility studies / alternative assessments related to the use and development of EBA,

— suggestions for development direction for EBA,

— cost / benefit evaluations,

— evaluation of selling potential,

— preparation of maps and illustrations,

— participation in processes with local military users and in project and steering groups,

— camp plans.

Varighet: 24 måneder
Beskrivelse av fornyelser:

The Framework Agreement will have a duration of two (2) calendar years after signing the contract, with the possibility to extend for up to 2 years at a time. The normal duration of the Agreement is 7 years.

If the number of qualified tenderers exceeds the Norwegian Defence Estates Agency’s limit, we will select the 2 tenderers who best fulfil the requirements for technical and professional qualifications, and then with particular emphasis on assignments of the nature described as “the Objective of the Agreement”.
