Description of the assignment.
Tromsø municipality, c/o the development section, invites tenderers to a pre-qualification for a competition for the development of a sketch project for the development of Rådstua Theatre, a regional theatre stage for free stage art.
The assignment is to sketch the options for the transformation, alteration (re-use) of “Permasoriet”, as well as an extension of approx. 250 - 300 m², so that the stage art environment´s need for space is met and so that “Permasoriet” and the new area are made universally available. The actual Rådstua shall not be altered, but there is to be a good connection(s) between the different buildings.
The development is to be carried out as one, with continuation of the architect consultant, who will be transported to the turnkey contractor. The stage consultant will not be transported to the turnkey contractor.
Rådstua theatre from 1863 is located in one of the most central town districts in Tromsø and it was listed in 1981 pursuant to the cultural monument act.

Description of the procurement.

Based on this pre-qualification, 3-5 pre-qualified architect consultants will be engaged for participation in the draft concept competition. The procurement's total value for architect services is estimated to be such a size that part III of the public procurement regulations apply to the procurement. Attention is drawn to the fact that tenders must not be submitted in this pre-qualification, which deals with the qualification basis.

Requested competence in this pre-qualification:

— architect,

— stage consultant.

After the pre-qualification has been decided, the qualified tenderers must submit a price offer and draft concept with thematic sketches in accordance with the description in part 2 as a basis for the assessment. The qualification of tenderers will be made by a professionally competent evaluation group /jury. The composition of the evaluation group /jury will be made known at a start-up meeting in Tromsø.

The pre-qualification method and the number of pre-qualified tenderers will be given in point 5 in annex “Part 0 Qualification Basis”.

The intention of the competition is to get architect competence in place, which with a concept draft and assignment comprehension, will have the ability to solve the assignment with a good and realistic draft concept that will form the basis for the further development of the project. As well as a stage consultant. The stage consultant will not be transported to the turnkey contract, but the architect will be required to be transported and follow the entire project.

A start-up seminar will be held in Tromsø after the pre-qualification has been completed, further details will be given. The tender documentation for the actual draft concept phase will then be gone through, the project will be presented on a multi-disciplinary basis and a site inspection will be held on both the site and in the buildings. The competition will start immediately after this and the competition period will be approx. 6 weeks.

A fee of 100 000 NOK excluding VAT will be paid to the pre-qualified tenderers who submit a complete tender in the draft concept competition. In addition travel and overnight stay costs will be met in accordance with the Government's rates for up to 2 persons for the start-up seminar and site inspection of Rådstua theatre.

The project is subject to political approval.

The formulation of applications is described in annex V part 2.

The winning architect of the draft concept will follow the further development and execution of the project. The draft project assignment also includes the preparation of parts of the tender documentation for the turnkey contract and the architect will be transported to the chosen turnkey contractor.
