Pension and work activity amongst the elderly

Arbeids-og sosialdepartementet [the Royal Norwegian Ministry of Labour and Social Affairs] wants to enter into a long-term research agreement about pension and work activity amongst the elderly. Increased employment and a strong pension system are central themes for the ministry, and a long-term research agreement will provide ASK and other users with a good basis for further knowledge based policy development. The Pension Department of ASD will have primary responsibility for the project.

Beskrivelse av opsjoner:

The agreement has a time frame from signing of the contract in 2018 through to the end of 2021, with an option to extend for a further 4 years. The assignment will have an upper economic limit of up to 3 500 000 NOK excluding VAT per agreement years, totalling up to 28 000 000 NOK for the maximum duration of the agreement. The contract is subject to the necessary budget grants.

Documentation Requirement.

— Certificate, not older than 6 months, confirming that the tenderer has fulfilled his tax, social security and VAT obligations. The certificate can be ordered and obtained from Altinn from the separate link on skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see skatteetaten.no. The certificate shall be enclosed with the tender in accordance with the outline given in the tender documents,

Qualification requirements.

The tenderer must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.

Documentation Requirement.

A credit rating with key figures from a certified credit assessment company or other form of documentation to demonstrate that the requirement has been met.

Qualification requirements.

Tenderers must have carried out at least three deliveries in the last three years with relevance for this assignment. Relevant deliveries means assignments that show review and/or research competence and solid experience with surveys and analyses related to the pension system.

Documentation Requirement.

Reference list of the tenderer's assignments in the last three years, with relevance to this assignment, stating the name of the contracting authority, and if possible, a value and reference for the assignment. What has been delivered and the function the tenderer had in the assignment, must be stated.
