Requirement 1:
The tenderer shall be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Documentation:

— foreign companies: verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.

Requirement 2:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation:
— tenderers must be credit worthy, have settled financial conditions and the financial capacity to fulfil the contract,
— as documentation, the contracting authority will obtain a credit rating from Experian Norge,
— if sufficient information is not registered at Experian Norge, the tenderer must himself document that the requirements are fulfilled.

Requirement 3:
A very good ability to deliver is required, including experience. The documentation shall be attached to the request for qualification.
Documentation:
— a description of the tenderer's technical personnel that the tenderer has at his disposal to fulfil the contract, regardless of whether they belong to the company or not.
State relevant areas of competence and capacity:
— description of the tenderer's up to 3 most relevant contracts in the course of the last 3 years. The description must include a statement of the assignment's content, scope, date and recipient (name, telephone number and email address).
It is the tenderer's responsibility to document relevance through the description. The Contractor may do this by including documentation on the skill or experience of the personnel that can be used for this project, including skills or experience that has been acquired while the personnel was in the service of another employer.

A good and well functioning quality assurance system is required (ISO 9000 or equivalent).
— a brief description, possibly a table of contents of the tenderer’s quality assurance system/management system, or

The tender contest is initiated with a qualification phase. Only tenderers who fulfil the qualification requirements and who have been invited, will be able to submit a tender.
The Contracting Authority plans to invite 3-5 tenderers to submit a tender. If more than 3-5 qualified tenderers submit a request for participation in the competition, the Contracting Authority will select the tenderers on the basis of the award criteria in Point 4.3, Requirement 3.

Following the negotiations and any revised tenders, the final evaluation of the three tenders will be made and the contract will be awarded.
