Qualification Requirement:
Tenderers shall be a legally established company.
Documentation requirement:
Norwegian tenderers: Company Registration Certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

The tenderer must have sufficient economic and financial capacity to be able to implement the contract.
Documentation requirement:
The contracting authority will obtain the credit appraisal / score. The rating will be carried out by a publicly certified credit rating institution.
The Contracting Authority reserves the right to obtain the annual accounts or other documentation if this is necessary to evaluate the requirement.

Tenderers shall have good capacity to fulfil the assignment.
Documentation requirement:
A statement of the tenderer's average workforce and the number of employees in the administrative management during the last 3 years.
Tenderers shall have good experience from equivalent assignments. Equivalent contracts means:
— renovation projects with a value of up to 50 000 000 NOK, excluding VAT, and higher,
— experience from turnkey contracts including partnering contracts, and
— experience with works for listed buildings.
An overview of the most important deliveries in the last 5 years. The overview should state the value, type of contract, as well as time and place the work was performed, and indicate whether the works were professionally and properly completed.
Documentation of completed work is to be given in Annex D — “Template for Project Overview”.
Individual CVs are not requested under this qualification requirement.
The tenderer shall have a well-functioning quality assurance system that is relevant to the content of the contract.
The Tenderer shall submit a description of their quality management system, hereunder the Tenderer’s quality assurance measures.
Documentation shall at least describe the following points:
a) the organisation’s quality policy and quality goals;
b) the work processes and work procedures that are relevant to the contract’s content;
c) methods that ensure the systematic measuring of customer satisfaction and continual improvement of performance.
Documentation can be requested.
Alternatively: The tenderer can submit certificates pertaining to the company’s quality management system issued by independent bodies confirming that the tenderer fulfils certain quality management standards, for example ISO 9001 or equivalent.
The Tenderer shall have an sufficient environmental management system adapted to the contract's content. The Tenderer shall substantiate environmental achievements / routines for the subjects procurements, energy, waste, transport and/or emission (only subjects relevant to the contract).

The Tenderers shall document that the system is regularly reviewed, and that they have an active system for deviation management and improvements.

The contract type is turnkey contract with partnering contract.
The type of contract is a partnering contract with a target sum based on NS 8407:2011, with amendments given in the contract form that is attached the tender documentation. See Annex 1 — Contract form NS 8407 for turnkey contracts. The responsibility for the engineering design service shall be given to the contractor. The engineering design shall be conducted as a partnering contract between the Contractor and the Contracting Authority. This means i.a. that the Contracting Authority has the right to influence solutions in regard prices and the execution. The partnering contract is also governed by the tender documentation’s Annex 2 — Guidelines for partnering contract.
