Statsbygg would like tenders for a framework agreement for:
— framework agreement for estate agency services for Statsbygg's properties in Østlandet.
This framework agreement covers the following counties:
Oslo, Akershus, Østfold, Vestfold, Buskerud, Oppland, Hedmark and Telemark.
There will be an option to use this contract for the sale of properties in the Agder counties, Rogaland, Sogn- og Fjordane and Hordaland.
A contract will be signed with 2 tenderers, as long as there is sufficient competition.
The framework agreement will apply for all of Statsbygg, as well as for consultancy assignments for other government landowners in the geographical area. The property department, c/o the section for procurement and realisation, will administer the framework agreement.

The aim of the framework agreement is to ensure access to competence and capacity for estate agency services.
Most of the properties that will be sold under this framework agreement are within 2 hours travel time from Oslo, but some properties are located in other places in the described contract area, see point 1.1.
Statsbygg continually sells properties that do not have governmental tenants or are not seen to meet a long-term government need, or do not represent significant cultural historical values for the government. See Statsbygg.no for information on Statsbygg's property portfolio.

The framework agreement will apply to buildings that are managed, run and maintained by Statsbygg in the geographical contract area, as stated in point 1.1. The properties that are to be sold are, for example, office and business buildings, teaching buildings and development property. Some of the properties are sold with an existing rent contract.

Statsbygg will also use estate agents for advice connected to the procurement and sale of properties, including market analyses and strategic assessments. Tenderers must have the right to operate estate agent services in Norway in accordance with the estate agent act and accompanying regulations.

The framework agreements will be signed for a period of 2 years with the directorate of public construction and property retaining the right to extend the contract for a further 2 years, 1 year at a time.

Qualification requirement: tenderers are required to be credit worthy and have sufficient financial implementation ability. The extent of the turnover will also be emphasised.
Documentation requirement: Statsbygg will carry out a credit rating of tenderers. Tenderers can, in addition, be asked to submit the auditor confirmed annual accounts, alternatively, state StartBANK ID.
