Parallel framework agreements for architect services

Tysvær kommune

Tysvær Municipality would like to procure framework agreements for architect services. We intend to enter into parallel framework agreements with two tenderers. The award will be an approx. 70/30% split between tenderer no. 1 (best) and no. 2.
The total estimated turnover per annum is 2 million NOK excluding VAT, which gives 8 million NOK over a 4-year period. The estimate is prudent and based on history and an assessment of measures in the plan period. The estimate is non-binding for the municipality. The contract period will be 2 years with a unilateral option for Tysvær Municipality to extend for a further 1+1 option year.
Tysvær Municipality uses Visma Ehandel and call-offs for architect services will be free-text orders, via the use of the smart formula template Technical Consultancy Services.

The procurement will be made in accordance with the Public Procurement Act dated 17.6.2016 (LOA) and the Public Procurement Regulations (FOA) FOR 2016-08-12-974. parts I and III. The award of contract will be made in accordance with the negotiated procedure after a prior notice, cf. §13-1(2).

The tender contest is initiated with a qualification phase. Only tenderers who fulfil the qualification requirements and who have been invited, will be able to submit a tender.
The contracting authority plans to invite four tenderers to submit a tender. If more than four qualified tenderers submit a request for participation in the competition, the contracting authority will select the tenderers on the basis of the award criteria in point 5.

All the invited tenderers will have their tenders evaluated and will be invited to negotiations. After the negotiations and any updated tender, the final evaluation of the four tenders will be undertaken and a contract will be awarded to two of the tenderers, where the best tenderer (the winner) will be prioritised as regards the award of contracts under the framework agreements.

Attention is drawn to the fact that tenders that include significant deviations from the procurement documents will be rejected in accordance with the Public Procurement Regulations § 24-8(1) b. Such a rejection will exclude any negotiations on the tender.
