Of the county road ferry routes Stranda-Liabygda, Eidsdal-Linge, Festøya-Hundeidvik and Sæbø-Leknes-Standal-Trandal.
The objective of the procurement is to sign a contract with an operator to operate the county road ferry routes Stranda-Liabygda, Eidsdal-Linge, Festøya-Hundeidvik and Sæbø-Leknes-Standal-Trandal in the period 2020-2033.
Operators shall deliver 2 tender offers to the competition. 1 offer (A), that includes the requirement of a maximum environmental impact for the primary vessels on Eidsdal-Linge and Stranda-Liabygda in the period 1.1.2024 — 1.1.2033 cf. the contract Part 1-7 Point 3.2.2 — 3.2.2.3, og and 1 alternative offer (B), with a requirement for conventional primary vessels with NOx emissions that do not exceed the Tier III requirement in Marpol Annex V*m, for the routes Eidsdal-Linge and Stranda-Liabygda in the period 1.1.2024 — 31.12.2033, cf. the contract Part 1-7 Point 3.2.2.4.

With the exception of the environmental requirements that apply to tender offer A, stated in the contract Part 1-7 Point 3.2.2 — 3.2.2.3, the requirements of tender offer A and tender offer B are the same. Operators shall deliver separate tender offers with individual price forms for tender B, cf. Annex 5.1. “Budget forms K, L, M, O Tender Offer B”.

The Contracting Authority is free to choose if tender offer A or tender offer B shall be the basis for award, without further justification for the selection.
A contract will be signed for the entire Assignment.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement 1: Tenderers must be up-to-date with tax and duty payments.
Documentation requirement:
Tax and VAT certificate, not older than three months calculated from the tender deadline expiry.
Norwegian tenderers: The certificate can be ordered via www.altinn.no
Foreign tenderers: The tenderer shall enclose certificates issued by competent authorities confirming that the tenderer has met their obligations in regard to the payment of tax and duties in accordance with the legal provisions in the country where the tenderer is established.

The certificate(s) shall not be older than 3 months, calculated from the expiry of the tender deadline.
The documentation must be in Norwegian or English.
Requirement 2: Tenderers must be a legally established company.
Norwegian companies: Company registration certificate issued by the Brønnøysund Register Centre (not older than 3 months calculated from the tender deadline expiry).
The certificate can be ordered via www.altinn.no
Foreign companies: Certificates of registration in a professional register as determined by the law of the country where the tenderer is established (not older than 3 months calculated from the tender deadline).
If the Tenderer is owned 50% or more by another company or several companies belonging to a group, information equivalent to that requested in Requirement 2 shall be given about these or the parent company.
Requirement 3: A commitment statement must be attached to the tender if several tenderers submit a joint tender.
Documentation Requirement:
Completed Annex 1, commitment statement. The commitment statement shall clearly state the parties' inner responsibilities and division of assignments between them.
The agreement shall state that the parties are joint and severally liable for fulfilling the contract with the Contracting Authority. The contract shall point out the company or entity that shall represent the parties to the Contracting Authority.
The contract must be signed by the tenderer who shall represent the parties. The following documentation requirements apply if several tenderers submit a joint tender.
All the affected parties must present all the requested documentation for fulfilment of the qualification requirements with the exception of:
— Qualification Requirement 4 (2): Pledge of a Demand Guarantee: a pledge must be provided for a Demand Guarantee,
— Qualification Requirement 5: Pledge of License Guarantee: the companies must provide a pledge for a licence guarantee in accordance with the cooperation contract.
The cooperating companies will be assessed as one as regards the cooperation agreement for questions related to technical and professional qualifications and economic and financial capacity.
Teknisk og faglig kapasitet:
Requirement 5: Tenderers shall fulfil all the terms required to gain a permit for scheduled passenger transport by vessel, cf. the Professional Transport Regulation of 26.3.2003, nº 401 §§ 4, 6-10. Documentation requirement:
Police certificate for the manager, cf. the Professional Transport Regulation § 6. The Police certificate shall not be older than 3 months. Confirmation of license guarantee (completed Annex 4, confirmation of license guarantee) from a bank or insurance company, for 9 000 EUR for license for first vessel and 5 000 EUR for permits for each individual vessel beyond this, cf. the Professional Transport Regulation § 7 (the value of the Euro will be fixed for a period of 1 year. Completed Annex 5 showing the tenderer's two most relevant assignments in the last 5 years. The form (Annex 5) shall be completed with information about: the assignment name, location for
Execution, the Contracting Authority with the name of a reference person, dates, the assignment's annual value, number of man-labour years, man-labour years of own employees, subcontractor man-labour years, name of subcontractors, brief description of the assignment. The Contracting Authority reserves the right to obtain information from the the Brønnøysund Register Centre and contact the provided references. If the tenderer believes it is necessary to submit additional information to prove their competence and experience, please enclose this without the Contracting Authority requesting it.
