The Operational Contract (Government Standard Terms and Conditions SSA-D) only regulates basic platform operations, whilst the Maintenance Contract (Government Standard Terms and Conditions SSA-V) regulates application operations, maintenance and further development.

The contracts also regulate user support and options for training and archive integration.

Beskrivelse av fornyelser:

The first 3 years of the operation and maintenance contract are fixed, thereafter the contracts are automatically renewed for 1 year at a time. (The evaluated contract length is 6.5 years.) The planned date for the start-up of the contracts is 1.6.2018.

Beskrivelse av opsjoner:

Options, further development and additional services.

An option shall be offered for further development of the functionality described in Annex 1 of the maintenance contract.

Furthermore, the Contracting Authority, all municipalities and counties or entities on behalf of them, shall be able to make call-offs for services in accordance with the SSA-V Point 2.2.8 (further development), or order additional services in accordance with SSA-D and SSA-V. The extent of these call-offs and orders is uncertain. The Contracting Authority estimates that the number of hours will not exceed 600 per annum, but there is no guarantee for any specific volume and there may not be any orders at all for such services in the contract period. Certificate, not older than 6 months, confirming that the tenderer has fulfilled his tax, social security and VAT obligations. The certificate can be ordered and obtained from Altinn from the separate link on skatteetaten.no

If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see skatteetaten.no

The certificate shall be enclosed with the tender in accordance with the outline given in the tender documents:

— foreign tenderers must submit certificates from authorities equivalent to the Norwegian authorities.

The tenderer must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.

Documentation requirement:

A credit rating with key figures from a recognised credit assessment company, or other form of documentation to demonstrate that the requirement has been met.

Tenderers must have carried out at least three deliveries in the last 5 years that are of relevance to this assignment. Relevant deliveries mean web portal systems for public or private entities that require interaction between the entity (administrator) and customers/clients/applicants. At least one of the systems shall be an assignment from the public sector.

Documentation requirement:

An overview of the most important deliveries of goods or services that the tenderer has carried out in the last 5 years, together with information on the contracts' value, delivery date or execution and the name of the recipient. Tenderers must document that the deliveries are relevant based on the listed requirements.

1. Operation Contract (basic operation and platform operation): NOK 2,000,000 excluding VAT assuming 6.5 years operation.

2. Maintenance Contract (application operation, maintenance, and further development): NOK 5,000,000 excluding VAT assuming 6.5 years operation.

This is an estimate that is not binding for the contracting authority and, within the budget limit, procurements can be made for more or less than the estimated amount. The distribution can also be changed between development and maintenance/operation.
