We will first have a qualification process where we will select up to 3 tenderers. These tenderers will be invited to submit a tender for the goods and services included in the competition. After the tenders have been received, clarifications and/or negotiation meetings will be held in accordance with the contracting authority´s wishes. The first stage will be based on a selection of up to 3 tenderers,cf. the public procurement regulations § 16 - 2. The competition´s tender management system explicitly states what the qualification requirements and the selection criteria are.

OFA consists of 24 municipalities in Aust-Agder and Vest-Agder, all of which are equal as regards priorities and obligations from the tenderer. In this concrete procurement, 21 of 24 municipalities will be bound to the actual contract, whilst the three remaining municipalities will have an option to join at a later date.

The contract will be valid for 2 years, with a unilateral option for the contracting authority to extend it for up to 1+1 year. Total of up to 4 years.
Beskrivelse av opsjoner:
OFA consists of 24 municipalities, 2 counties and 9 associated companies. 21 municipalities have confirmed participation in this competition, whilst the other 3 municipalities will have an option to join the contract at a later date. If more municipalities join OFA in the contract period, we reserve the right to add them on the same terms.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must enclose a tax certificate, not older than 6 months.
Any cooperation contracts and financial guarantees shall be clarified and documented for the qualification assessment, which must include who the main tenderer is and the co-suppliers/sub-suppliers. In such cases, qualification documentation must be provided for both / all the tenderers and collaboration partners.

Økonomisk og finansiell stilling:
Both of the following requirements must be fulfilled:
— Financial solidity requirements: Tenderers must have more than adequate financial solidity to delivery in accordance with the contract´s aims throughout the entire potential contract period,
— Profitability requirements: Tenderers must, as a main rule, have had profitable operation in the last 3-5 accounting years, or be able to refer to a sufficiently positive development of operations, or be able to substantiate profitability in the coming two years.

The contracting authority will assess the 2 requirements based on an overall evaluation of:
1: An extended financial report from Experian (obtained by the contracting authority)
2: Any additional documents that the tenderer deems to be appropriate

Teknisk og faglig kapasitet:
Quality assurance system and an environmental management system.
Tenderers shall have an established quality assurance system and environmental management system.
Tenderers must document that an environmental management system has been established, which at least contains routines for addressing the following elements:
1. System for the company´s environmental targets and environment policy.
2. Competence strategy for the environment.
3. Procedures for the provision of the service in an environmentally appropriate manner.
If the routines are described in the company's quality or environmental management system in accordance with Miljøfyrtårn, ISO 9001/14001, EMAS or equivalent third party verified system, it is sufficient to attach a valid certificate.
