The procurement is labelled with the abbreviated form “new payroll and accounting system”, but what this means in practice is a combined procurement, which consists of the following elements:

1) establishing a new accounting system including systems/modules for time sheet record keeping and outlay reimbursement/travel expenses;

2) operation and maintenance of the accounting system in the list point 1;

3) a payroll service;

4) a debt collection service;

The agreement applies for 4 years calculated from the date on the agreement page 2 (start date), with the possibility of renewal for up to 4 option years.

The Contracting Authority’s description of the system delivery is in accordance with Annex 1 to the Development and Adaptation Agreement (SSA-T), but the Contracting Authority’s description of the payroll and debt collection service is in accordance with Annex 1 to the Assignment Agreement (SSA-O).

Egnethet til å utøve yrkesvirksomheten:

The tenderer shall be registered in a company register, professional register or a trade register in the country where the tenderer is established. Documentation: Company Registration Certificate.

Liste og kort beskrivelse av regler og kriterier:

The tenderer shall have their tax, employer contribution and VAT payments in order. Documented by:

— A certificate for tax and VAT, not older than six months from the deadline for request on participation expires.

— Foreign tenderers shall submit equivalent certificates from their own country that shows they have organised tax and duties. If the authorities in the relevant country do not issue such certificates, the Tenderer shall submit a declaration which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ Head of Finance.

Objektive kriterier for å velge det begrensede antallet kandidater:

If more tenderers register than the number of tenderers who fulfil the minimum requirements for qualification, cf. the procurement procedure in point 2.1, the Contracting Authority ranks the tenderers according to selected selection criteria:

Criterion 1: (50 %) Experience.

— Under this criterion, an assessment will be made as to what degree the described reference assignments are relevant for this procurement.

Criterion 2: (50 %) Implementation ability.

— Under this criterion, a comprehensive evaluation will be done of the Tenderer’s response to the following points:

—— Own organisation and the number of full-time equivalent positions that work in the sections of the company that are relevant to utilise for serving needs equivalent to those AtB requests. “Need” means both establishment and further management of systems and service deliveries.

—— A brief description of the overall quality assurance system/quality management system that the tenderer will use as the basis for the implementation of the contracts. Documentation on relevant certification can be enclosed.

Criterion 1 and 2 will be assessed based on the documentation submitted in accordance with the Tenderer’s technical and professional qualifications cf. point 4.6 above. Documentation related to the qualification requirements beyond those specified and reproduced in the description of the criteria above will not be assessed in this connection.
