The competition concerns a contract for the delivery of a parking solution for the Contracting Authority's four car parks plus an option for the delivery of a parking solution to Sørlandet sykehus (Sørlandet Hospital) in Arendal.
The objective of the procurement is to meet the requirements in “Regulation for parking conditions for the public and enforcement of private parking rules”, Parkeringsforskriftens (Parking Regulation) §32 4.

The objective of the procurement is to meet the requirements in “Regulation for parking conditions for the public and enforcement of private parking rules”, Parkeringsforskriftens (Parking Regulation) §32 4.
In closed facilities, a payment solution must be offered which does not require manual operation of card readers, automatic machines or similar, but where checking for entry and/or exit occurs automatically, for example, using a separate chip or registration number recognition. Transitional arrangements for facilities that were in operation when the regulations came into force are pursuant to § 65. The transitional arrangement for the requirement for universally designed parking meter are pursuant to § 32 third section. In closed facilities that were in operation when the regulation came into force, the requirements in § 32 fourth section about non manual payment scheme apply from 1.1.2021. Drivers who do not have physical premises to operate a toll system, can contact the business ahead of time and contract assistance.

The value of the procurement is estimated to be: 1 200 000 NOK — 2 000 000 NOK per year. The value is an estimate and must therefore be considered non binding.
