Helse Stavanger HF would like to change from fixed blood giving stations for blood donors outside the hospital's area to a mobile blood giving station that can move to areas/workplaces with many established and potential blood donors. Tenders are, thus, wanted for a specially adapted mobile trailer for blood giving outside the hospital.
The mobile blood giving unit will be used for blood giving close to major companies and communities in Rogaland. We estimate there will be approx. 40 blood donors per day, up to 4 days a week, with the exception of holidays, and the idea is that the trailer will be the workplace for 5-6 persons. It will be driven an estimated 20 000 km per annum.

The trailer must be built and fitted out to tolerate major temperature differences and humidity in the different seasons, as well as salt from the roads in the winter. The trailer must be built for external electricity supply, with an easily accessible connection point. There must be a separate water tank and hot water tank for hot and cold water, and a separate waste water tank/sludge tank. There must be an external cargo room for storing technical equipment for the trailer.

The trailer must be functional and user-friendly as regards the use of space. It must be possible to extend the trailer in order to make space for the necessary equipment for carrying out the required activities. The trailer must function as adequate premises with the necessary facilities to receive, interview and take blood, in accordance with the same requirements, work flow and quality as for fixed blood giving premises in a hospital. The trailer must fulfil the requirements for quality in accordance with the Blood Regulations, as the Contracting Authority must be able to achieve authority certification for use after delivery. The trailer must also fulfil the requirements for a working environment in accordance with the Norwegian rules. The tenderer will be responsible for ensuring compliance with the current rules during the construction process, upon delivery and after delivery, both as regards the Norwegian rules and the EU rules on the trailer's size and fittings. The motor vehicle for the trailer is not included in this procurement.

The trailer's inside space must include an entrance to a reception/waiting area where blood donors can refresh themselves with drinks and fill in a questionnaire on paper or a tablet. There must also be a toilet in the reception area. There must be two separate rooms that will be used for interviewing blood donors before they give blood, and each room must have a set-up for a PC workplace with a label printer. The rooms must be insulated and screened in a way that fulfils the confidentiality requirements, and, at the same time, allows sufficient air and light.

There must be a blood giving area with 6 blood giving couches and a set-up for 2 PC workplaces, printers and label printers. There must be a table by each blood giving couch for storing the required equipment for blood giving (lashes, weld, sample tubes and sterile consumables). There must also be a storage cupboard in the blood giving rooms for blood bags and other consumables, and there must be a refrigerator for storing full blood bags, cooling plates and reagents. There must also be a work bench where some measuring equipment (haemoglobin) will be placed and a centrifuge for the sample tubes. The blood giving rooms are to have a door for loading/unloading goods and cooling boxes with blood.

There must be sufficient storage space for consumables for 1-2 days consumption.
