Management of special residential and welfare reception centres for asylum seekers

The special residential and welfare system is a residential and welfare offer for residents who cannot be taken care of in an ordinary state reception centre, a reception centre with a facilitated department or a reception centre for single under-age asylum seekers, due to threats and/or violent behaviour. As a rule, this applies to residents who are considered by UDI to be a threat to their surroundings. Others can also be offered a place in extraordinary circumstances, but the residents will always be persons who come under the Aliens Act § 95 1 section. The target group will mainly be adults. Single minors (persons under 18 years of age) can, in some special cases, be given a place. Special residential and welfare solution is a voluntary residential offer where neither UDI or the service provider has the right to constrain the residents.

UDI wants to enter into a contract for a residential and welfare offer for asylum seekers with threatening and/or violent behaviour (special residential and welfare system). The service is for 23 places. These places constitute two modules: The main part consists of 10 permanent and 5 unit price places, and an option that consists of 5 permanent and 3 unit price places. If the measure is as it is in December 2018, the option will be activated at the start-up of the measure. The management contract shall be valid for three years, with an option for two times one year (3+1+1).

Permanent places means places where UDI pays for the operation and rent, independently of whether the places are being used. Unit price places are places that UDI covers the rent for, but the operational costs are only covered with a day rate for the places that are being used at any one time, cf. the tender documentation, point 4. Option places means places that UDI can use after one months written notification. UDI will only pay for the option places when they are used.

The main aim of a stay in the special residential and welfare solution is to stabilise the resident and prevent new uninhibited/violent behaviour, through, amongst other things, used of applied environmental therapeutic principles. In many cases the aim will also be to ensure that the person is followed-up and/or examined by the health service. The stay shall end when the resident is able to use UDI's ordinary reception centre offer, or an offer at a reception centre with a facilitated department, or is settled in a municipality or returned to their home country. UDI will decide when the stay at the special residential and welfare centre ends for each individual resident.

The tenderer shall assist persons who have a need for health service such as the municipal health service and specialist health service. The sector responsibility principle applies for residents at special residential and care solutions. In consideration of the target group background, tenderers are required to place emphasis on hindering disruptive behaviour amongst the residents. The tenderer must therefore have competence in handling persons with disruptive and violent behaviour.

UDI must be able to use the places at special residential and welfare solutions for the persons that the directorate at any time finds it appropriate to place there.
The number of residents in special residential and welfare solutions varied in 2018 between 13 and 18 residents. Per 13.12.2018 the number is 16 residents, one woman and 15 men. 13 have so far been discharged from the special residential and welfare solution in 2018. In the same period, 7 new persons were given a place in the scheme. Some residents have lived in the measure for several years. In the measure there are persons with permission to reside in Norway, which gives the right to settle, persons who have had their asylum application rejected from Immigration Appeals Board and persons with asylum cases that have not been resolved.

Some residents must have very close follow-up. Detailed information on the diagnoses in question and follow-up needs will be given in negotiation meetings in the competition.
