The objective of the agreement is to enter into an agreement for maintenance of Documentum. Documentum shall be used for storage and retrieval of documents for the criminal case process for the Norwegian Police and other units in the Justice sector.
The Contracting Authority's overall target of the contract concerning maintenance services for Documentum is:
— a reliable and secure operation of the Contracting Authority's system and all associated software,
— full licence coverage in accordance with the Contracting Authority's needs,
— assistance for further optimization and improvement of the Contracting Authority's system.

Beskrivelse av opsjoner:
The Contracting Authority has an option to extend the contract subject on verbatim terms for 1 year + 1 year + 1 year, so that the total possible contract length is 6 years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Documentation requirement:
— norwegian companies: Company Registration Certificate,
— foreign companies: verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Minste nivå(er) av standarder:
Credit rating based on the most recent financial figures. The rating shall be carried out by a credit rating company with licence to conduct this service.
If a tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his economic and financial position with any other document that the Contracting Authority deems suitable.
Teknisk og faglig kapasitet:
a) the tenderer shall have an established partnership with OpenText at the date of signing the contract;
b) Tenderers must have experience from comparable assignments,
c) Tenderers shall have a good and well-functioning quality assurance and management system for the service that shall be provided,
d) Tenderer shall have an environment management system.
Minste nivå(er) av standarder:
Documentation requirement:
a) valid documentation showing partnership with OpenText;
b) description of up to 3 of the tenderer’s most relevant / comparable assignments during the last 3 years. The assignment description must include a specification of the assignment value, assignment length and the recipient (name, phone number and email address). The tenderer is responsible for documenting the assignment’ relevance through their description. Tenderers may do this by including documentation on the competence of the personnel that can be used for this project, including experience that has been acquired while the personnel was in the service of another employer;

c) Tenderers shall submit documentation of their quality assurance and management system. The following documentation will be accepted:
A certificate of the company's quality assurance system / quality management system, issued by independent bodies, confirming that the tenderer fulfils quality assurance standards, in accordance with ISO 9001 or equivalent, or a description that as a minimum includes the company’s procedures / routines for:

— approval of sub-suppliers,
— the process from the receipt and registration of orders until delivery at the customer;
d) the tenderer shall submit documentation of their environmental management system. The following documentation will be accepted:
— Valid attestations / certificates issued by an independent body (e.g. ISO 14001, EMAS, Miljøfyrtårn or equivalent), or
— a description of the tenderer´s own environment management system. The description shall as a minimum include an environmental policy and environmental goals.
