The Contracting Authority currently carries out laundry services itself for its nursing homes and sheltered accommodation flats, but with the establishment of a new nursing home at Harestua, a decision was made in a municipal council meeting to outsource this work, see archive case 13/1541. The decision was made with the prerequisite that the competition is to be restricted to entities whose main aim is to integrate disabled persons and/or persons who have difficulties in working life, in accordance with the Public Procurements Act § 16-9.
The Contracting Authority's laundry service will be phased out to the advantage of the chosen tenderer, hereafter called the Tenderer, after the Lunner health and care centre at Harestua has closed in May/June 2020.
The procurement is being announced as a service contract as a significant part of the contract is for a fixed service. The amount / extent of laundry of private clothing is uncertain, but this is estimated to be a minor part of the contract's total value.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The competition is being held in accordance with the Public Procurement Regulations § 16-9, which means that the Tenderer's main aim must be to integrate disabled persons or persons with difficulties into working life. A minimum of 30% of the Tenderer's employees must have a disability or have difficulties in working life. This also applies for any sub-suppliers.

In addition to this, the following qualification requirements must be fulfilled, in accordance with the Public Procurement Regulations § 16-1.
Økonomisk og finansiell stilling:
— a joint tax and VAT certificate must be presented, not older than 6 months from the tender deadline,
— foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones,
— norwegian companies: Company registration certificate,
— foreign companies: documentation that the Tenderer is registered in a trade index or company register as prescribed by the law of the country in which the Tenderer is established,
— approved annual accounts for the last two years, including the board´s annual reports and the auditor's reports,
— credit rating, not older than six months, showing a minimum company rating of credit worthy.

Teknisk og faglig kapasitet:
— overview of the Tenderer's total manpower the day the tender is submitted and an account of the planned manpower for this assignment,
— a minimum of 1 key person who will serve the contracting authority must have education within laundry services. CVs must be enclosed,
— tenderers must enclose a certificate from an external control body,
— tenderers must give a general description of the contents of the quality assurance system, including an overview of control plans and check-lists that are relevant for this assignment.
