Sunndal kommune

Sunndal kommune currently purchases laundry services from external service providers. The service is currently distributed on assignment to two different laundries. 1 of the agreements concerns washing and hire of institution textiles and wash and hire of employee work clothes. The other agreement concerns washing of private textiles belonging to the residents at institutions and in shared housing with 24 hour staffing.
The competition is limited to our organisations whose primary objective is to integrate disabled and/or disadvantaged persons into working life. Cf. the Public Procurements Act § 16 -9.
The procurement is being announced as a service contract as significant parts of the contract deal with a set service.
The competition is announce with a guiding procurement quantity for 2017. The service is undergoing changes and therefore there can be a different volume of call-offs than that set up in the price from.

Egnethet til å utøve yrkesvirksomheten:
The competition is implemented in accordance with the Public Procurement Regulations § 16-9, which means that the organisation shall have a primary objective of integrating disabled persons or disadvantaged persons into working life. A minimum of 30% of the tenderer´s employees shall have a disability or persons who are disadvantaged in working life. Tenderers must present documentation demonstrating that this requirement is met.

In addition to this, the qualification requirements in accordance with the Public Procurement Regulations § 16-1 shall be met.
Økonomisk og finansiell stilling:
The tenderer must have sufficient economic and financial capacity to be able to comply with the contractual regulations. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Minste nivå(er) av standarder:
Credit rating based on the most recent financial figures. The rating shall be carried out by a credit rating company with licence to conduct this service.
Teknisk og faglig kapasitet:
The tenderer shall have experience from comparable assignments. Description of the tenderer's up to 3 most relevant contracts in the course of the last 3 years. The project description must include a specification of the project value, project length and state the Customer (name, phone and email). The Contractor is responsible for documenting the projects’ relevance through their description. The Contractor may do this by including documentation on the skill or experience of the personnel that can be used for this project, including skills or experience that has been acquired while the personnel was in the service of another employer.

Satisfactory capacity to fulfil the assignment is required:
— overview of the Tenderer's total manpower at that time, and an account of the manpower planned to implement the assignment,
— a minimum of 1 key person who will serve the Contracting Authority shall have education within laundry services. CVs must be enclosed.
The tenderer shall be certified in accordance with the branch standard for health. The tenderer shall enclose authorised certificates from external control bodies.
The tenderer shall have a well functioning quality assurance system. The tenderer shall give a general description of the content of the quality assurance system, including an overview of control plans and check lists that are relevant for the assignment.

Environmental Plan: the tenderer shall provide a brief statement of their declared environmental goals, status of the environmental work in their own organisation and planned initiatives.
